London, Greater London, United Kingdom Ofgem Full time
Overview

Energy policy is integral to our daily lives, influencing our homes, workplaces, and recreational activities. It serves as the backbone of our society and economy. Our policy initiatives are crucial; they safeguard consumers, empower businesses, and shape the energy sector. Furthermore, they facilitate the transformative societal and infrastructural changes necessary for achieving a Net Zero future.

With rising costs and supply security concerns, the energy sector is compelled to collaboratively ensure that this vital foundation remains accessible to everyone. In addition to addressing current complexities, we are committed to future-oriented policies that promote a transition away from fossil fuels, identifying and developing new renewable energy sources as viable alternatives. We are also advocating for enhancements in the wholesale energy market to achieve more efficient pricing and better consumer outcomes.

Such challenging times demand courageous action. We seek individuals ready to confront these challenges directly and assist in delivering a greener, more equitable energy system.

Our Policy Framework

Our policy practice is built on three essential pillars:
  • Strategy: Ensuring our approach is informed by sound evidence and thorough analysis.
  • Democracy: Instilling confidence that robust governance and accountability underpin effective decision-making.
  • Delivery: Implementing effective systems that translate policy into tangible practice.
Candidate Profile

You will be someone who:
  • Excels in a dynamic, fast-paced environment, with a proven track record of delivering benefits for consumers, communities, or society. We value diverse experiences, which may include strategy development, policy formulation, regulatory analysis, commercial evaluation, compliance, financial oversight, operational execution, and/or risk management.
  • Has a keen interest in the energy sector, particularly in understanding Ofgem's role in consumer protection, price regulation, and market stabilization.
  • Promotes a culture of inclusion, encouraging and celebrating the diverse voices and experiences of colleagues, which fuels innovation and ensures we effectively represent the consumers and communities we serve.
Key Responsibilities
  • Lead a specific policy area, providing comprehensive knowledge and strategic oversight to facilitate effective decision-making and ongoing improvement.
  • Continuously develop expertise in your domain, including policy proposals, research, technology, consumer needs, and stakeholder perspectives.
  • Collaborate across Ofgem to align with organizational priorities, guiding and supporting colleagues in adapting to change.
  • Deliver high-quality, timely, and robust analyses of core issues and policy options, resulting in evidence-based and actionable recommendations.
  • Manage key projects, overseeing internal and external stakeholder engagement, prioritization, planning, and execution.
  • Ensure decision-makers consider relevant legislation and regulations, escalating critical issues as necessary to guarantee consumer delivery.
Essential Qualifications
  • In-depth knowledge of industry codes, particularly regarding smart metering, security, data, and DCC provisions, along with unique policy areas such as Unidentified Gas or BSC provisions. Experience in engaging with the codes policy environment and participating in code panel meetings and working groups is essential.
  • Demonstrated experience in policy development, including identifying, analyzing, and articulating complex issues; collaborating with analytical, technical, and legal professionals to devise solutions; and presenting policy recommendations that weigh trade-offs, risks, and dependencies for senior decision-making.
  • Proven ability to manage and deliver projects under tight deadlines with minimal supervision, adapting effectively to changing circumstances and unforeseen challenges.
  • Capacity to cultivate effective working relationships with internal and external stakeholders, fostering constructive, open, and transparent engagement.
  • Exceptional written and verbal communication skills, capable of conveying complex issues to non-expert audiences.
