Position Overview

As a Senior Policy Strategist, you will play a pivotal role in shaping the framework that fosters a sustainable and equitable energy landscape for the UK. You will be an integral part of Ofgem's Infrastructure division, contributing to the mission of achieving Net Zero.

Ofgem serves as the industry regulator, dedicated to ensuring fair pricing, enhancing resilience within the energy sector, facilitating infrastructure investments, and implementing effective market reforms and governance structures. Our work is centered around consumer protection and collaboration with various industry stakeholders. The significance of our policy initiatives cannot be overstated; they safeguard consumers, empower businesses, and have a profound impact on the entire energy sector.

This role will initially be situated within Ofgem's Markets directorate, specifically in the Smart Metering and Retail Market Operations team. This team addresses a broad range of policy matters affecting the energy sector, including smart meter deployment oversight, compliance with smart licensing requirements, industry codes, energy theft, and the transition to new technologies.

In this capacity, you will take the lead in a specific policy domain, providing comprehensive knowledge and strategic direction to facilitate informed decision-making and ongoing enhancements. You will continuously develop your expertise and collaborate across Ofgem to ensure alignment with organizational objectives. Your ability to effectively communicate the advantages, challenges, and trade-offs associated with policy proposals will be essential in engaging Ofgem colleagues and industry stakeholders.

Key Responsibilities

  • Lead the development and execution of policy initiatives, ensuring thorough understanding and strategic oversight.
  • Continuously enhance domain knowledge, keeping abreast of policy proposals, research, technological advancements, consumer needs, and stakeholder perspectives.
  • Collaborate across Ofgem to align with organizational priorities and adapt to changes effectively.
  • Deliver high-quality, timely analysis of core issues and policy options, resulting in actionable, evidence-based recommendations.
  • Manage key projects, overseeing stakeholder engagement and ensuring successful delivery.

Stakeholder Engagement

  • Communicate effectively with Ofgem colleagues and sector stakeholders, using evidence to foster understanding and commitment.
  • Work collaboratively across teams and engage with relevant government departments to manage risks and ensure effective delivery.
  • Represent Ofgem externally, building constructive relationships to address challenges in the interest of consumers.

Qualifications

  • Extensive knowledge of the energy sector, particularly in smart metering and associated licensing obligations.
  • Demonstrated experience in policy development, including problem identification, analysis, and solution articulation.
  • Proven ability to manage and deliver projects under tight deadlines while adapting to changing circumstances.
  • Strong interpersonal skills to build effective relationships with internal and external stakeholders.
  • Excellent communication skills, capable of conveying complex issues to diverse audiences.
