The Role Overview

The Head of Property Management is a pivotal position within the Senior Leadership Team, responsible for providing strategic oversight on property-related matters and ensuring the operational efficiency of the property management function. This role involves delivering tactical, strategic, and operational guidance to the Senior Leadership Team, elected officials, and relevant committees regarding property services and functions within the designated area of responsibility. The Head of Property Management will ensure that services and teams across the organization receive exemplary property-related service delivery and will represent Essex County Council to external stakeholders.

Key Responsibilities

Align with Strategic Objectives through Collaborative Partnerships:

Foster alignment with the Council's broader strategic objectives by promoting opportunities for collaborative partnerships, including public sector alliances. Develop shared services with other governmental organizations to enhance cooperation and operational efficiency.

Promote Continuous Improvement in Service Delivery:

Encourage a culture of ongoing enhancement in service delivery, processes, and operational methodologies. Actively pursue opportunities to expand collaborative models with partners, including health services and other local authorities, to drive cost-effectiveness and operational success. Ensure that the property management function aligns with the Council's objectives, supporting a proactive approach to improvement.

Oversee Team Performance and Resource Management:

Supervise the team, focusing on performance metrics, professional development, attendance, and health and safety standards. Manage financial and physical resources within approved budgetary constraints to ensure optimal utilization and effectiveness. Collaborate with colleagues in associated organizations to identify opportunities for support or alignment with strategic objectives in urban development and regeneration initiatives.

Develop and Review the Property Management Plan:

Formulate and implement the Property Management Plan in accordance with best practices in asset management. Maximize the value derived from the property portfolio through proactive risk management, revenue generation, and capital investment strategies. Ensure the Property Management Plan is in sync with the broader Council Strategic Plan and other key initiatives, such as sustainability and community asset management. Conduct timely evaluations of the new department with senior leaders and support teams to refine and enhance the property management function.

Ensure Compliance and Foster a Culture of Safety:

Plan and ensure 100% compliance across the property portfolio concerning health and safety, legislative, and regulatory standards. Collaborate closely with the Council's Health & Safety officer to promote and enhance a culture of compliance throughout the organization. Implement a real-time operational delivery plan that encompasses capital projects, minor works, repairs, maintenance, and property management activities to support core service strategies.

Required Experience and Skills

The ideal candidate will possess a proven track record in delivering and leading property services, with extensive experience operating successfully within a senior leadership capacity, advising and supporting on property matters at the executive level. You will be adept at developing high-performing teams that strive for excellence in service delivery. A comprehensive understanding of the relationships and culture of organizations that influence the wider Council is essential. You will be capable of articulating a compelling vision to key stakeholders, both internally and externally, and finding innovative solutions to achieve outcomes that benefit the community.
