Role Description

The Hearing Centre Operations Supervisor is a key position within the Office of the Traffic Commissioner (OTC).

The traffic commissioners hold statutory authority for the licensing and oversight of operators of heavy goods vehicles (HGVs), light goods vehicles (LGVs) involved in international transport, and public service vehicles (PSVs), as well as the drivers of these vehicles. Their responsibilities also include the registration of local bus services and adjudicating appeals related to vehicle impoundment.

In this role, you will lead a team tasked with preparing casework for Public Inquiries and other hearings. You will ensure that all operations are conducted efficiently and within legislative timelines.

Your team will be responsible for compiling evidence into inquiry bundles, ensuring that all relevant documentation is available for the traffic commissioner to make informed decisions.

Strong communication skills are essential, as the role involves regular interaction with parties and legal representatives.

In addition to overseeing and coordinating the team's activities, you will play a crucial role in the development and mentoring of team members.

Key Responsibilities include:

  • Overseeing the scheduling, preparation, and management of public inquiry cases for traffic commissioners.
  • Engaging effectively with traffic commissioners and OTC staff to ensure a cohesive approach to all functions.
  • Tracking actions from hearings, documenting outcomes, and referring cases to appropriate OTC teams.
  • Drafting responses to stakeholder correspondence, providing necessary advice and guidance.
  • Conducting resource management through analysis of workload and prioritizing tasks accordingly.
  • Offering guidance to staff to support the achievement of objectives while maintaining the integrity and reputation of the OTC and Civil Service.
  • Staying informed about external factors, including government initiatives and relevant legislation that impact operations, and communicating risks as necessary.

Candidate Profile

To excel in this position, you should be a strong leader with experience in team management.

  • Fluency in Welsh, including speaking, reading, and writing, is essential.
  • Ability to thrive in high-pressure environments and work efficiently within tight deadlines.
  • Excellent communication skills and experience collaborating with stakeholders at various levels.
  • Proficient in problem-solving and capable of analyzing information from multiple sources.
  • Experience interpreting complex legislation and understanding the functions of courts and tribunals.

Additional Information

While applications for part-time work are welcome, successful candidates must be prepared to work a minimum of 30 hours per week.

Due to the nature of the role, candidates should anticipate travel and overnight stays as required.
