Role Description

The Hearing Centre Operations Supervisor plays a crucial role within the Office of the Traffic Commissioner (OTC).

The traffic commissioners (TCs) are tasked with the licensing and regulation of operators of heavy goods vehicles (HGVs), light goods vehicles (LGVs) involved in international transport, and public service vehicles (PSVs), as well as overseeing the drivers of these vehicles. They also handle the registration of local bus services and adjudicate appeals related to vehicle impounding.

In this capacity, you will lead a team responsible for preparing casework for Public Inquiries and other hearings. Your role will ensure that all tasks are executed efficiently and within the required legislative timelines.

The team's responsibilities include compiling evidence into inquiry bundles for distribution to involved parties and ensuring that the TC has all necessary documentation to make informed decisions.

As a key communicator, you will engage frequently with various parties and legal representatives.

In addition to overseeing and coordinating the team's activities, your role will emphasize the development and mentoring of team members.

Key Responsibilities:

  • Overseeing the scheduling, preparation, and management of public inquiry and hearing cases for TCs.
  • Collaborating effectively with traffic commissioners and OTC staff to ensure a cohesive approach to all operations.
  • Tracking actions from hearings, documenting outcomes, and referring cases to relevant OTC teams as necessary.
  • Drafting responses to stakeholder correspondence, providing necessary advice and guidance.
  • Conducting resource management through analysis of workload and prioritizing tasks accordingly.
  • Offering guidance to staff to facilitate the achievement of objectives while maintaining the integrity and reputation of the OTC, Agency, Department, and Civil Service.
  • Staying informed about external factors, including government initiatives and legislation that may impact operations, and communicating relevant risk information.

Candidate Profile

To excel in this position, you should be a proficient leader with experience in team management.

  • Fluency in Welsh, including the ability to communicate effectively with customers.
  • Capability to thrive in high-pressure environments and work efficiently within tight deadlines.
  • Strong communication skills with experience engaging stakeholders at various levels.
  • Proven problem-solving abilities and proficiency in analyzing information from multiple sources.
  • Experience in interpreting complex legislation and understanding the functions of courts and tribunals.

Additional Information

While we welcome applications for part-time roles, successful candidates will be required to commit to a minimum of 30 hours per week.

Due to the nature of this position, candidates should anticipate travel and overnight stays as required by business needs.
