Role Description

The Hearing Centre Operations Supervisor is a key role within the Office of the Traffic Commissioner (OTC).

The traffic commissioners (TCs) hold statutory authority for the licensing and regulation of operators of heavy goods vehicles (HGVs), light goods vehicles (LGVs) involved in international transport, and public service vehicles (PSVs), as well as the drivers of these vehicles. They also oversee the registration of local bus services and adjudicate appeals regarding the impounding of vehicles operated without a valid operator’s license.

In this capacity, you will lead a team responsible for preparing casework for Public Inquiry and other hearings. You will ensure that all tasks are executed efficiently and promptly, adhering to legislative timelines.

The team's work involves compiling evidence into public inquiry bundles for distribution to relevant parties and ensuring that the TC has all necessary documentation to make informed decisions.

You will be an effective communicator, as this role requires regular interaction with parties and legal representatives.

In addition to organizing and overseeing the team's activities, developing and mentoring team members will be crucial to your responsibilities.

Key Responsibilities include:

  • Overseeing the scheduling, preparation, and management of public inquiry and other hearing cases for TCs.
  • Engaging effectively with traffic commissioners and OTC staff in the hearing center and licensing teams to ensure a cohesive approach to all functions.
  • Ensuring that actions resulting from hearings are followed up, maintaining clear records of outcomes, and referring cases to the appropriate OTC teams as necessary.
  • Drafting responses to correspondence from stakeholders, providing guidance and advice as needed.
  • Conducting resource management through analysis of workload volumes, considering resource implications, and prioritizing tasks accordingly.
  • Offering guidance to staff to support the achievement of objectives. Manage and engage with integrity, upholding the reputation of the OTC, Agency, Department, and Civil Service.
  • Maintaining awareness of external factors, including government initiatives and current or proposed legislation affecting commercial activities, and communicating relevant risk information as appropriate.

  • Experience in interpreting complex legislation and understanding the functions of courts and tribunals is essential.

Additional Information

While we welcome applications for part-time positions, please note that successful candidates will be required to work a minimum of 30 hours per week.

Due to the nature of the role, candidates should expect travel and overnight stays as required by business needs.
