Job Summary

To lead the development and delivery of capability strategies and solutions that support the Ministry of Defence Police to meet its corporate and departmental objectives. This involves working closely with HR colleagues to ensure the provision of services to the organisation.

Key Responsibilities
  • Oversight of the Performance and Attendance Cell, managing attendance, capability, and performance complex cases, including Regulations 2020, policy/guidance, and appeals.
  • Acting as an HR Professional panel member for Stage 3 meetings as required.
  • Responsibility for strategic reporting on PAC and Occupational Health issues, including MDP Board, COO Board, and Resource Board.
  • Responsibility for internal redeployment of non-capable officers requiring work, and redeployments within the wider Civil Service as appropriate.
  • Oversight of the MDP Occupational Health team and the facilitation and administration of fit-to-work medicals.
  • Lead for Occupational Health contract issues.
  • Strategic lead for Employment Tribunals.
  • MDP Grievances point of contact, including decision making, policy/process review, and engagement.
Corporate Responsibilities
  • Leading by example as a role model for MOD/MDP's values and professional standards.
  • Driving the delivery of business and corporate plans for your own areas of responsibility.
  • Initiating continuous improvement in your own areas of responsibility.
  • Taking a proactive approach to risk management, ensuring any risks and issues identified are addressed and reported, and, where appropriate, escalated.
  • Managing individuals or teams through line management and/or matrix management arrangements as required, ensuring underperformance is managed and adequate resourcing is planned to meet objectives.
  • Managing delegated resources (budgets, equipment, and contracts) as appropriate, to ensure value for money.
  • Being fully aware of and actively complying with College of Policing (COP) policies and procedures relevant to your own responsibilities and to corporate policies and procedures, including equality, sustainability, and the environment, health and safety, and data protection.
  • Performing any other reasonable duties as directed by line management.
Requirements
  • Previous experience of managing employee capability work strands.
  • Previous experience of working with 3rd party suppliers for the delivery of fit-to-work health provisions.
  • Experience of leading multi-disciplinary work to achieve objectives.
  • Experience of delivering priority work within strict timelines.
Skills and Abilities
  • Ability to build effective relationships with line managers and senior leaders.
  • Ability to design and develop strategic interventions, utilising strong analytical skills.
  • Excellent written and oral communication skills, and the ability to communicate complex and technical information with clarity.

Knowledge and Qualifications
  • Extensive knowledge and understanding of employment law and HR best practice in relation to Employee Health Wellbeing and Capability.
  • Knowledge and understanding of the Civil Service policies commensurate with the role.
  • Good understanding of equality and diversity.
  • CIPD qualification.
  • Understanding of the MOD and College of Policing system and the role and approaches to employee capability activities as appropriate.
