Job Overview

The Chief of Professional Services plays a pivotal role akin to that of a Chief Operating Officer, tasked with shaping and executing the strategic vision of the University of Glasgow across all operational facets.

This position entails leading a dedicated team of professional support staff, ensuring the delivery of exceptional services that align with the academic objectives of the institution.

Reporting directly to the Vice Principal/Head of University, this role encompasses the overall management of strategic planning, policy formulation, resource allocation, and infrastructure enhancement.

A significant area of focus is the strategic optimization and management of the University’s estate.

As a vital member of the University leadership team, the Chief of Professional Services participates in the University Management Group (UMG) and represents the institution in critical University committees, as well as liaising with external organizations.

This role includes direct oversight of professional service functions within the University, managing all Professional Services personnel through the respective Heads of Professional Services, and ensuring comprehensive support across six Schools within the institution.

Key Responsibilities 1.

Provide visionary leadership in the enhancement of professional support services, ensuring high-quality, customer-centric, and efficient services that facilitate the achievement of the University’s strategic goals and operational plans, while promoting service enhancements and necessary organizational transformations.

2.

Oversee the formulation, execution, and assessment of the University’s strategic plans, ensuring that objectives are clearly defined, optimally aligned, and achieved in accordance with the broader University strategy and key performance indicators (KPIs), with regular evaluations and adjustments.

3.

Offer strategic counsel and assistance to the Vice Principal/Head of University regarding leadership, management, and growth initiatives, maximizing the effectiveness and contributions of the University and its associated structures while anticipating future changes and managing long-term strategies.

4.

Contribute to and be accountable for the strategic evolution of University policies, procedures, and operational frameworks, ensuring alignment with University standards and compliance with regulatory, statutory, and legislative requirements.

5.

Lead the strategic development and operational efficiency of the University’s estate.

6.

Manage the University’s budgets and revenue streams in accordance with policies established with the Vice Principal/Head of University, aimed at fulfilling institutional strategies and objectives.

7.

Guide, mentor, and develop a team of professional, technical, administrative, and support staff to ensure the provision of comprehensive professional support services across all academic and resource functions, enhancing the overall performance of the University.

8.

Play a crucial role in institution-wide business process evaluations and the subsequent implementation of effective and cost-efficient action plans across all support activities, ensuring that services are fit for purpose and aligned with University-wide support services through effective communication and benchmarking.

9.

Oversee the execution and support of the University’s Internationalization strategy, ensuring that services and resources are aligned with institutional ambitions.

10.

Contribute to the organization and advancement of professional services across the University as a member of the Professional Services Group, chaired by the Chief Operating Officer (COO) and University Secretary.

11.

Implement agreed University strategies, policies, and procedures by collaborating with a diverse range of stakeholders across the institution.

12.

Represent the University in an ambassadorial capacity with various external organizations, establishing and nurturing relationships with professional bodies to realize University and institutional strategies.

13.

Lead and manage specific projects as directed by the Head of University and/or COO, including convening essential committees.

14.

Act as a deputy for the Vice Principal/Head of University when necessary.


Knowledge, Qualifications, Skills and Experience Required: A1 A degree/postgraduate qualification/professional qualification or equivalent, along with extensive relevant experience. A2 Comprehensive knowledge of administrative and support systems, with significant experience in change and project management methodologies. A3 In-depth understanding of key funding agencies and potential industrial partnerships. A4 Familiarity with the specialized laboratory and equipment requirements for teaching and research. A5 Strong grasp of governance principles. A6 Awareness of the primary challenges facing higher education and the institution. Preferred: B1 Knowledge of University funding and governance frameworks. B2 Experience in process design, systematic improvement, and monitoring.

C1 Ability to provide strategic leadership across all operational areas of the University. C2 Capacity to develop and communicate a clear vision and execute it effectively. C3 Strategic thinker with the capability to formulate operational plans that support strategic initiatives. C4 Excellent interpersonal skills, with the ability to engage positively and collaboratively with a diverse range of colleagues. C5 Proven ability to empower and motivate teams to foster a high-performance culture. C6 Strong leadership skills to navigate complex business challenges with tact and diplomacy. C7 Ability to lead professional teams to ensure effective delivery of all support activities aligned with the University’s goals. C8 Exceptional written and verbal communication skills, demonstrating clarity and the ability to influence and guide effectively. C9 Strong organizational skills with the ability to manage multiple projects concurrently.

C10 Excellent presentation capabilities. C11 Proficient in budgetary, financial management, and analytical skills.
Experience Required: E1 Proven track record in managing significant human, fiscal, and physical resources. E2 Extensive experience collaborating with senior colleagues to develop and implement strategies and major projects. E3 Significant leadership experience in providing strategic support within a knowledge-based organization. E4 Extensive experience leading effective multi-disciplinary teams and fostering a strong customer service culture. E5 Proven experience in initiating, planning, and managing change in complex organizations. E6 Significant project management experience at a senior level across diverse areas. E7 Demonstrable experience in leading and successfully implementing change initiatives. E8 Ability to shape and lead substantial project/change initiatives. Preferred: F1 Similar senior management experience in a matrix structure within a large, complex organization. Terms and Conditions Salary will be competitive within the Management, Professional and Administrative, Senior Administrative Group, level 10. This position is full-time (35 hours per week) and permanent.
