About the Role

Zinc Network is seeking a highly skilled and experienced professional to join our team as a Pipeline and Proposal Manager. As a key member of our business development team, you will play a crucial role in supporting our pipeline management and proposal development processes for US- and UK-funded development and security projects.

Key Responsibilities
  1. Pipeline Management and Opportunity Identification

Monitor funding announcements and calls for proposals from governments, foundations, and other potential clients to identify new opportunities for Zinc Network.

Go/No-Go Decision Facilitation

Prepare briefings to inform go/no-go decisions based on organizational fit, capacity, strategic alignment, and profitability.

Client Engagement

Clarify requirements and build relationships with clients to ensure successful proposal development and submission.

Proposal and Concept Note Team Formation

Assemble a proposal development team for each effort, including a proposal lead, strategist and writer, costing analyst, proposal coordinator/manager, and reviewers.

Proposal Management

Project manage the end-to-end development of proposals from scoping through kick off, development, and submission.

Partner Identification and Engagement

Identify and engage local and international partners, including through early scoping calls, pre-teaming agreements, and teaming agreements.

Proposal and Concept Note Template Development

Create an initial template for proposals and concept notes that is structured according to client evaluation criteria and includes page limits, sub-sections, and assigned writers.

Proposal and Concept Note Kick-Off, Coordination, and Review Meetings

Develop agendas for these meetings, while also scheduling, facilitating, and recording follow-up actions off the back of them.

Proposal and Concept Note Budgeting Coordination

Work with assigned pricing analysts to ensure the budget tracks the proposal/concept notes' strategies and activities.

Proposal and Concept Note Writing

Author key sections of proposals and concept notes, including corporate capabilities, past performance references, program and stakeholder management, duty of care, social value, handover and exit strategy, and quality assurance.

Proposal and Concept Note Review and Quality Assurance

Oversee the internal review process to ensure proposal quality and compliance.

Proposal and Concept Note Submission

Finalize and submit the proposal according to client guidelines.

Follow-Up

Respond to client queries and prepare for potential negotiations.

Project Kick-Off Support

Liaise with the delivery team to ensure relevant proposal outputs and learnings are incorporated into the project kick-off meeting and delivery phase.

Business Development Knowledge Management

Oversee knowledge management initiatives related to concept notes, proposals, and business development recruitment.

General Support and Oversight

Develop compelling decks for clients to showcase Zinc Network's programming and services, and mentor other Zinc staff in business development.

Requirements

To be successful in this role, you will need:

  • A Bachelor's degree in international development, communications, business administration, or a related field.
  • At least 6 years' experience in proposal coordination and management, proposal writing, or a related field.
  • Knowledge of procurement processes, including those of the UK FCDO, USAID, and/or DOS.
  • Experience working with key US and FCDO frameworks including the CSSF/ISF and USG MAS.
  • Strong written and verbal communication skills in English.
  • Excellent organizational skills and attention to detail.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to work under pressure and meet tight deadlines.
  • Strong interpersonal skills and ability to work in a team environment.
  • Willingness to occasionally work outside of regular business hours to meet proposal deadlines.
  • Knowledge of communications and campaigning, media development, and/or information integrity is preferred.
