Job Overview

This position is a Fixed-term Appointment as a Change Programme Manager within the Future Plans division of HQ Home Command. Your role will encompass the responsibilities outlined in this job listing. The purpose of this appointment is to successfully execute the IRONSIDE initiative, which is aimed at enhancing operational effectiveness.

As a permanent civil servant within the Ministry of Defence, if selected for this Fixed-term Appointment (FTA), you will transition into the role under a Temporary Transfer arrangement (for a maximum of 23 months). Upon completion of this assignment, you will revert to your previous position within the Ministry of Defence. Should this role be at a higher grade, your promotion will be temporary, and you will return to your substantive grade following the Temporary Transfer. If a Temporary Transfer cannot be arranged, a transfer on an FTA contract may be possible, as detailed in the FTA and Change of Work Location policy.

For those transferring from another government department, you will join the Ministry of Defence on an inward loan. At the conclusion of the loan period, you will return to your original department. If a loan cannot be agreed upon, a transfer on an FTA contract may be feasible, as per the FTA policy.

The Ministry of Defence employs a diverse workforce of over 50,000 Civil Servants, with the Army Top Level Budget (TLB) accounting for approximately 7,000 MOD Civil Servants across more than 300 locations. Our workforce includes a wide range of roles, from trainers and human resources professionals to project managers and policy staff, all contributing to the Army's key outputs.

Home Command is responsible for the Army's foundational services, including recruitment, basic training, and human resources. Under Project IRONSIDE, we are leading a strategic initiative to optimize and modernize operations. The Change Branch spearheads Project IRONSIDE, and this role will involve collaborating with the Branch Head to manage and drive various transformation initiatives across the organization, enhancing overall effectiveness and productivity.

Key Responsibilities

  • Develop and implement Home Command's strategic transformation approach.
  • Design and execute the transformation portfolio, engaging with stakeholders across Home Command, Army HQ, and relevant agencies.
  • Create and apply a controls framework to effectively plan, schedule, resource, and monitor the transformation portfolio.
  • Identify and manage risks, issues, and interdependencies throughout the transformation portfolio.
  • Establish governance and assurance arrangements to ensure the delivery of anticipated benefits.
  • Formulate and implement a benefits realization strategy.
  • Design and execute a communication and engagement strategy.
  • Collaborate across Home Command to build and sustain a Transformation Centre of Excellence, incorporating lessons learned and standard practices.
  • Act as deputy to the head of Future Plans.

This role is advertised for a commitment of 37 hours per week.

Candidate Profile

Essential Qualifications:

Demonstrated experience in Programme and Project Management.

Preferred Qualifications:

  • APM Project Fundamentals Qualification (PFQ)
  • PRINCE2 Practitioner Certification
  • Agile Project Management Practitioner Certification
  • Management of Successful Programmes (MSP)
  • Management of Portfolios (MOP) or equivalent
