The Finance Lead will proactively run the Finance team on behalf of the area’s Grade 7 lead. The primary goal of the position is to continually improve the level of financial management across the directorate by managing two strands of work: Transactions and Projects & Assurance.

The post holder will manage a small team of 3 HEOs and 5 EOs once the team are fully staffed, with a focus on building resilience and establishing processes for finance-related support, alongside work on budget forecasting for the financial year and establishing variance analysis against actuals.

Transactional work includes overseeing the work of the Transactions team ensuring they are processing invoices for key contracts in accordance with established validation processes, that good financial management practices are in place and where necessary new processes are created.

Projects & Assurance work covers the ensuring the effective financial management of the directorate’s sizeable project portfolio. Providing expert advice and reporting to stakeholders on the overall state of project finances. Developing reporting tools to assist project teams with their reporting.

**Roles & Responsibilities**:
To lead the Detention Services (DS) finance team, which is responsible for the financial management of contracts for services worth over £160 million, as well as a large portfolio of capital projects. This covers the following areas as well as others

(i) Managing the activities of two distinct strands of work; Transactions and Projects & Assurance.

(ii) Transactions strand: focusing on ensuring accurate, timely payment of invoices for Detention and Escorting contracts that make up £164 million of the directorate’s £178 million budget in FY22/23, as well as others. Maintaining appropriate audit trail consistent with National Audit Office requirements.

(iii) Projects & Assurance strand: focusing on ensuring that appropriate financial management processes are in place for the management of the entire DS Budget and liaising with project teams through the Portfolio Management Office to provide advice and support on financial management of both large, high profile, capital projects and smaller maintenance projects.

(iv) Providing Financial Reporting to several different boards each with their own reporting requirements and formats.

(v) Stakeholder management of internal and external stakeholders including; Home Office central finance and commercial teams, operational business, other government departments and suppliers.

(vi) Providing on the spot financial advice and support to the Detention Services director on the management of their budget.

(vii) Feeding into financial aspects of directorate business plan, Simplified Management Assurance Framework.

(viii) Acting as the Risk Response owner for Financial risks on the Detention Services Risk Register including management of Fraud and Error.

(ix) Managing Cross-directorate finance commissions, including transparency returns.

(x) Ensuring the integrity of the DS accounts by ensuring that transactions are appropriately allocated.

(xi) Line management of 3 HEOs and holding responsibility for the general performance of the team.

Ideally, we would like the post holder to hold or be working towards a recognised CCAB accountancy qualification.
