**Job description**:
Detention Services (DS) is part of Immigration Enforcement (IE) and supports compliance across the immigration system through the detention and removal of individuals who no longer have the right to remain in the United Kingdom. Detention Services offers some of the most varied and fascinating opportunities for project delivery professionals due to the scale of outsourced contracts necessary to deliver the infrastructure needed to support the department’s mission.

The post holder will work alongside other members of the Detention Services Portfolio. We are looking for an experienced, dynamic, and innovative PPM professional able to work in a high profile, fast moving and rapidly changing area of delivery which will continue to attract significant interest from Ministers, wider Government, the media, and the public.

The role of the Portfolio Finance and Benefits Specialist is to proactively manage benefits; ensuring projects have a register, map and realisation plan that is tracked and reviewed regularly. In supporting the project managers on benefits realisation plan you will confirm project delivery frameworks guidelines are adhered to alongside ensuring project spend is tracked against the agreed full business case (FBC).

This post can be based in the IE offices advertised. Overnight travel to other IE locations in UK may be required.

**Person specification**:
Key responsibilities will include (but not limited to):

- Delivery and Leadership- Leading on project benefits management, ensuring the projects in the portfolio have benefits register, benefits map, and benefits realisation plans
- Proactively identifying, quantifying, and tracking the realisation of benefits to justify the approved FBC
- Leading on consolidating portfolio financial tracking of costs against approved FBC
- Business Case- Supporting the project manager in preparing and updating the benefits elements of the Outline Business Case (OBC) /FBC
- Tracking and consolidating the portfolio costs (actuals/forecast against FBC approved)
- Benefits Management Strategy- Reviewing the project implementation of the project benefits management strategy, considering the wider Home Office impact
- Benefits Realisation Plan- Establishing and maintaining the project benefits realisation plan including change control
- Tracking and Reporting- Establishing the mechanism for the tracking and reporting of benefits and costs through the project lifecycles to the portfolio senior management team monthly
- Benefits Mapping- Facilitating workshops, map benefits and circulates for agreement and approval
- Stakeholder Management- Working to ensure benefits are identified, understood, owned and maximised.
- Briefing key stakeholders ahead of benefits and cost reviews.
- Inputting financials into project closure reviews.
- Supporting the Programme Office/Project Managers on a daily basis with other ad hoc requests

**Essential Criteria**
- Experience in programme/project management and associated methodologies
- Knowledge of techniques for benefits monitoring, and controlling, including reporting
- Strong problem-solving skills with the ability to form well thought out conclusions and recommendations
- Analytical thinking and the ability to interpret data
- Ability to work on several different activities and to work flexibly across these, offering support, as the need arises
