We collaborate across HR, our staff networks and with trade unions, with colleagues from across the business, Civil Service HR and beyond, to deliver a portfolio of policy activity that forms the heart of our employment relationship. HR policy is a fundamental building block of our employment offer, setting the employment context for our people.

We have an ambitious policy harmonisation and delivery agenda, building on the recent launch of our modernised and harmonised approach to performance management across Defra group - our new People Performance framework.

At this exciting and critical time for HR Policy, we are looking for an experienced and ambitious HR professional to drive the HR Policy and Practice team.

Leading the team to deliver a professional, business focussed, and delivery focussed service to Defra group, you will play a key strategic role in the design and delivery of our long-term approach to policy development to meet the diverse needs of Defra group organisations. This role presents a great opportunity for you to help set a clear vision for the shape of HR Policy within Defra, ensuring that forward-thinking, integrated, and modern People Policies are at the heart of how our organisations work.

**Job description**:
You will play a key leadership role within the HR function, with accountability for the strategy, planning and delivery of the policy function across 6 organisations, namely Defra, Environment Agency, Rural Payments Agency (RPA), Animal and Plant Health Agency (APHA), Natural England and Forestry Commission, ensuring alignment with their business needs, and wider HR strategy and delivery. There are two Heads of HR Policy and Practice who jointly lead the team. Each has a responsibility to lead on different portfolios and corporate accountabilities, with a strong requirement to present as an effective leadership partnership. This post is an exciting and challenging role, where strong leadership, excellent relationship building, and the focus and tenacity to create an agreed and prioritised HR policy workplan are key.

Your responsibilities will include:

- Ensuring excellent horizon scanning and external engagement; enabling us to predict, plan for and respond to emerging events and wider employment trends.
- Being the leading and visible face of Defra HR Policy across HR, Defra Group, Civil Service HR, and beyond. Effective networking, relationship building, and collaboration are essential to ensure that the work of the HR Policy team is aligned to wider HR and business strategy and draws on the wealth of experience and expertise available in the field.
- Balancing the needs of 6 organisations with team capacity; prioritising, planning, communicating, and delivering a high quality, respected employment policy framework for Defra group. Ensuring we balance robust planning with the ability to be flexible and responsive to emerging needs. Building a high performing, engaged and sought-out team.
- Playing a key role in the ongoing development and delivery of the Defra Group HR Function. Our G6 leadership team is a pivotal part of our senior leadership group, engaging and leading on a variety of topics to drive both HR delivery into the business, and ensure that Defra HR is a great place to work.
