The Role

The Creative PEC working in partnership with Newcastle University and the Royal Society of Arts (RSA) is recruiting for a Head of Policy based at RSA House in London.

We are looking for an individual that is passionate about the creative industries and wants to be part of a growing programme that is transforming their prospects right across the nations and regions of the UK. If this sounds like you, then we want to hear from you.
Joining the team at an exciting time as it embarks on a phase of significant growth, you will have responsibility for analysing the policy implications of PEC research and ensuring that it is relevant to the needs of industry and policymakers. Managing a small team of policy analysts, and working closely with the Head of Communications, you will ensure that the outputs of PEC research are put in a format that is easily digestible and that they find their way to the right people in government and industry.

This role will suit individuals who want to work with rigorous research and data to maximise their policy impact. Although employed by Newcastle University, the role will be based at RSA House in Westminster but with the opportunity for hybrid working.

Since its inception in 2018, the Arts and Humanities Research Council (AHRC)-funded Creative Industries PEC has succeeded in bringing about a step change in the quantity and quality of evidence available to UK policymakers seeking to support growth in the creative industries. Funding for a further five years has been awarded, and in the next phase, commencing in June 2023, the PEC will grow the evidence base further, addressing industry and government’s current priorities for the creative industries, including those set out in strategy documents such as the forthcoming Sector Vision, while at the same time advancing research into the longer-term challenges and opportunities facing the sector.

Key Accountabilities
Manage a team of two policy analysts and a policy engagement manager
Oversee policy output of the PEC’s Policy Unit, including policy briefings, meetings and events
Work closely with the Directors in developing the PEC’s new northern hub at Newcastle University
Working with PEC researchers and the RSA to maximise the policy impact of PEC research
Oversee central distribution of research to relevant policy and industry stakeholders
Write and publish policy-relevant research. Co-authored research with PEC researchers is strongly encouraged
Write policy briefings and industry insight papers, drawing on PEC and other academic research
Support the refresh and management of the PEC’s network of Industry Champions to understand priorities and convey recommendations
Support the Deputy Director, Network Manager and Events Manager to design and produce events to take evidence from the PEC’s Industry Champions and feedback on our policy recommendations.
Recommend areas for policy-relevant research to be conducted by the PEC’s new Research Network
Advise on drafting and policy outcomes from work commissioned from the PEC’s Research Network as well as publication and dissemination
Support the refresh and management of the PEC’s network of policymakers to understand priorities and to convey recommendations
Directly advise policymakers on strategy using PEC and other research
Log and track policy priorities and impacts, using them to report on the PEC’s performance against Key Performance Indicators and to feed back to the rest of the PEC’s Senior Management Team and other stakeholders, including the AHRC
Facilitate meetings and policy impact opportunities between researchers and policymakers
Speak publicly about PEC research and policy recommendations at academic conferences, in the press, and at industry events (nationally and internationally)
Assist the PEC’s Deputy Director in managing the Creative PEC’s Global Creative Economy Council - a high-profile international forum of creative economy experts debating global creative economy issues, supported by the Creative PEC and the British Council

Knowledge, Skills and Experience
Outstanding track record of policy and research skills, including the ability to initiate work, review and synthesise (often technical) information and produce reports
Ambitious and motivated to use excellent academic and industry research to maximise impact on public policy
Understanding of the creative sector and/or growth, innovation or skills policy
Excellent writing skills and ability to compose briefings, reports and media pieces
Confidence in working with advanced quantitative and qualitative
