**Job summary**:
Our role in the Home Office Portfolio and Project Delivery Directorate (PPD) is to ensure that the change portfolio remains optimised, balanced and prioritised so that it contributes maximum value delivery of the Home Office’s objectives, through robust governance, assurance and insight and the implementation of tools and frameworks to build capability and implement standards for project delivery across the Home Office.

We cover some of the most high-profile policies in Whitehall, issues such as anti-social behaviour, crime prevention, tackling drug use, immigration, policing and terrorism. All are at the heart of the Government's agenda and we work closely and cooperatively with a wide range of other departments.

**Job description**:
As the Dependency Management Function Lead within the Project Portfolio and Delivery Directorate (PPD) you will provide the Home Office with the expertise to manage complex intra programme dependencies across the Portfolio, helping to identify the emerging picture, secure agreement and ultimately enable successful delivery.

A critical part of any programme plan is effective dependency management, particularly in complex portfolio environment. You will manage portfolio level dependencies and build interdepartmental relationships to mitigate and prevent risks to delivery.

More widely you will support the Data and Insights Team in improving its analytical offering and support the team in implementing actions from the Portfolio Improvement Delivery Plan, including the introduction of reference class forecasting and portfolio wide data mapping.

This role is suitable for hybrid working. Hybrid working enables employees to work partly in their workplace and partly at home. This post is based in either Croydon or Liverpool and, in line with current HO Hybrid Working policy, there will be flexibility to adopt a hybrid working pattern which would see the post holder spend 40% of their week in the office, with the remainder working from home.

**Responsibilities**
- Draft, implement and continuously improve PPD and programme dependency management structures, processes and tools that ensure efficient, consistent, and efficient ways of working across the portfolio, aligning to the Home Office Project Delivery Framework
- Develop and maintain a Portfolio Dependency Map and take account of the risks to monitor portfolio progress, presenting this at relevant assurance boards
- Recognise and track dependencies across the portfolio
- Commission and write the quarterly portfolio level dependency compliance report, presenting this at relevant assurance boards
- Analyse and challenge data throughout each monthly reporting cycle via all mechanisms, directly with programmes and critical stakeholders
- Utilise dependency data to underpin wider project delivery mapping
- Deliver routine assurance on programme dependency compliance and management contained within Microsoft Project Online and Power BI, and develop response plans to address areas of concern

**Essential criteria**
- Experience of working in a sophisticated and large programme / project environment
- Experience of providing succinct and impactful analysis
- Excellent written and verbal communication skills, with an understanding of the use of different channels and formats for different audiences
- Experience in data collection and analysis

**Desirable criteria**
- You will have a recognised accreditation in professional project management or be prepared to undertake specific learning and be willing to undertake learning for an accreditation in Dependencies, such as:

- PRINCE2 Practitioner
- Agile Project Management Practitioner
- APM Practitioner Qualification
- APM Registered Project Professional
- Project Leadership Programme or other related qualification
- Excellent knowledge of MS Office products
- Close attention to detail, excellent organisational skills
- Experience of relationship management and working with a variety of delivery partners
