**A bit about the role...?**:
The Chief Operating Office is a newly formed directorate in Homes England; it is the ‘engine room’ and spine of the organisation and provides a range of services that support both operational and change delivery across the organisation.
Having recognised the need for an effective Portfolio Management function to connect the Agency’s project delivery to its strategic objectives, the COO is currently in the process of establishing a new Enterprise Portfolio Management Office (“EPMO”).
We are now looking to recruit an experienced P3M Standards professional, who will play a critical role in supporting Amy Pritchard, the Director of Enterprise Portfolio & Change, in establishing this new function.
The successful applicant will help us ensure that Project Delivery is recognised as a profession in the Agency, best practice approaches are embedded and aligned with Functional Standard 002 and the GDS Service Standard. Our goal is to implement a best-in-class Project Delivery function, with skilled capacity and capability in P3M. The role holder will provide expert guidance, support and direction on standards, and act as a consultant to internal stakeholders.
They will primarily be responsible for defining and maintaining the standards for project delivery across our Enterprise Portfolio and ensuring initiatives within the portfolio are aligned to relevant frameworks. They will support the Director of Enterprise Portfolio and Change to transition to new ways of working, will be accountable for driving continuous improvement of Project Delivery approaches, and will be accountable for the overall direction and approach of the Agency in relation to P3M (Portfolio, Programme, Project Management) standards. They will hold enterprise-level accountability in relation to how frameworks, standards and best practice, tools, processes, and templates are implemented across the Agency’s Project Delivery community.
**A bit about you**:
This role would be ideally suited to someone with direct delivery experience gained in complex change projects and/ or programmes coupled with experience of leading a Project Delivery / P3M Centre of Excellence for large / complex change portfolios.
This role might suit you if you are used to "spinning several plates" and are comfortable operating in an environment of uncertainty and continual change. You would need to be able to adapt to changing circumstances and adverse situations whilst remaining calm, reassuring others, and maintaining performance. You’d also need to be able to confidently and proficiently develop relationships with, and manage, both internal and external stakeholders, influencing decisions and effectively resolving issues where they emerge.
You would need to be able to create and present a compelling vision, motivate others and set clear direction, and you’d also need to be committed to role modelling and living our values and behaviours in everything you do.
