The projects being delivered by National Highways are often exciting and complex, and as an organisation we have established a number of Programmes to ensure our delivery is effectively managed and controlled.

Due to further investment in the Regional Investment Programme North (RIP N), there is an exciting opportunity for a Head of Project Management Office (PMO) to support the A66 project.

The Head of PMO role is critical in developing an integrated and high performing PMO service, supporting the project at every stage of the lifecycle. Encouraging collaborative working with our supply chain, you will agree and implement the PMO delivery model, recognising the need for cross organisational skills, whilst maintaining the appropriate levels of client assurance. You will be responsible for both leadership and strategic direction for the PMO integrated team and therefore must be a strategic thinker with an ambitious approach and a commitment to quality.

National Highways is a flexible employer, encouraging a hybrid working approach. Due to the seniority of this role, you will be expected to have a presence in one of our offices at least twice a week, and it is imperative that you are flexible to work across our North region - Birmingham, Manchester, Leeds, Penrith, and Darlington. Travel outside of your contractual office will be financed by National Highways.

**What you’ll be leading on**
- Develop and maintain strong, collective, working relationships with Programme and Project Senior Leadership Team, Integrated Project Controls (IPC) management team and the Project delivery teams; to ensure a strong understanding of business needs.
- Setting the implementation strategy for the A66 PMO Team you are leading and working closely with the Programme PMO Director to shape direction for the team.
- To ensure robust project controls are in place to provide client assurance on, performance measurement baseline (PMB), risk (threat / opportunities) and issue management, schedule management, governance compliance, change control, information management and assurance tracking.
- To be the ‘single source of the truth’ for the project, delivering accurate and timely reporting on all aspects of project performance, ensuring challenge is provided. Own the reporting drumbeat to meet both internal and external needs.
- Guide, direct and manage a PMO team (size typically varies from 5-20 individuals) of project controls experts, digital analysts and PMO Manager(s).
- Guide and influence stakeholders regarding project governance and good project practises.

**To be successful you’ll need**
- To demonstrate experience as a strong people manager, forming and managing teams within a matrix management structure.
- To be able to encourage and deliver change management across business operations.
- Experience working in a £multi-million project or programme environment.
- To demonstrate previous involvement in setting up a new PMO / Project Office capability or significantly enhancing an existing PMO.
- Knowledge and experience of driving a data driven decision making culture.

**A bit about us**

Major Projects is responsible for the delivery of nearly 70 projects with a total value more than £14 billion, and some of the most exciting and challenging projects in the country. National Highway’s goal is to change the industry: to make roads and their construction and maintenance safer; to be more responsive to the needs of our customers, particularly about biodiversity and carbon; and to exploit the digital agenda and drive the productivity agenda to improve delivery.

In RIP we are responsible for the development and delivery of junction improvements, bypasses, projects of National significance and major infrastructure projects. We deliver capital improvements that will help to grow the economy and deliver wider social benefits and improve infrastructure at the same time as ensuring we work to safeguard the environment for future generations in line with our Carbon and Environmental Strategy.

The A66 Northern Trans Pennine Scheme is set to improve the existing route between the M6 at Penrith and A1(M) at Scotch Corner. The project will involve upgrading single carriageway sections of road to dual carriageway standard and making improvements to the junctions along the route.

The A66 is a key local, regional and national route for east/west journeys in the north of England providing vital connections for freight, tourism and businesses across the UK. The route also plays an important role in the life of nearby communities, connecting people to jobs, education, health and other essential services. But sections of the road aren’t up to modern standards. It repeatedly widens and narrows, making it prone to congestion and delay.

We’re proposing to deliver one billion pounds worth of investment to dual the remaining single carriageway sections along the 50 mile stretch of the A66 between Cumbria and
