Income Billing Officer

We are recruiting on behalf of our client, who is looking to recruit an Income Billing Officer to join the team for a six-month contract to deal with the effective processing of billing and collection with regard to Council Tax, Non-Domestic Rates, BusinessImprovement District, Housing Benefit Overpayments and Sundry Debts.
Duties of the role include:
- Processing amendments including changes to occupation, direct debits, entitlement to reliefs, discounts, exemptions and changes to payment methods in respect of Council Tax and Non-Domestic Rate accounts.
- Setting up new customers for sundry income accounts.
- Processing amendments including change to direct debits, changes to payment dates, change of name for sundry income debts.
- Checking direct debit prelists and dealing with any exemptions for all income areas.
- Supporting the effective collection and dealing with any billing exception reports.
- Dealing with all routine billing enquiries from members of the public, businesses and other agencies.
- Processing refunds of overpaid Council Tax, NNDR, BID, Housing Benefit Overpayments, and Sundry Debts, and dealing with any uncashed refunds.
- Allocating routine unapplied sundry income payments to a customer’s account
- Taking the necessary action to trace debtors that have left with no forwarding address and update accounts as appropriate, arranging for any write off action to be processed.
- Determining the statutory reliefs for exemptions in respect of Council Tax, Non-Domestic Rates and BID and the systematic renewals of entitlement where appropriate.
- Making referrals to visiting officers for void cases, exemptions and discounts as necessary
- Assist the Income Billing Team Leader in establishing and implementing procedures, standards, targets and new initiatives
- NNDR and Council Tax valuation schedules (including backdated changes, calculation of interest)
- Dealing with changes to customer accounts in readiness for BID Annual billing
- Make decisions on how to deal with complex billing enquiries and respond in writing, on the telephone as appropriate
- Dealing with non-routine relief, discount and exemption enquiries
- Assist with the preparation of statistics for NNDR monthly monitoring for Accountancy
- Providing support to ratepayers relating to more frequent business rate revaluations - providing advice to rate payers and explaining and calculating transitional relief
- Dealing with complex Adult Social Care billing enquiries for sundry debts
- Resolving complex unapplied payment sundry income queries
- Overseeing the Council’s care leavers to ensure they are billed correctly for Council Tax and signposted for advice on council tax reductions
- Maintaining a good knowledge of Housing Benefit and Council Tax Reduction, to be able to give advice to customers on the eligibility criteria and how to claim this support
- Carrying out system functionality testing for Council Tax, Non-Domestic Rates, Business Improvement District (BID), Housing Benefit Overpayments and Sundry Debts
- Assisting with the implementation of new legislation and budget announcements, reading Government guidance, making recommendations what to test, developing test plans, carrying out the testing and reporting any issues
- Supporting the delivery of new technology projects (further rollout of CAR, text messaging, self-service, automation) by assisting with the planning, carrying out testing and evaluating new products.
This position is contracted for 6 months on a temporary contract working full time with the option for hybrid working, paying £9.73ph.
