The Directorate employs over 1000 Civil Servants and the diverse workforce is dedicated to delivering the Army’s Modernisation Agenda, which is a portfolio of largely capital equipment programmes, with the objective of transforming the way in which the Army operates and the equipment it uses.

The Programmes Change Portfolio Office (PCPO) operates as a key component within the Programmes Directorate within Army Headquarters and has oversight of the portfolio driving evidence-based decision making to underpin successful programme delivery. The portfolio office works to flexibly deploy resource; provide SME advice; support capability development; provide analysis and insight to senior decision makers; ensure that effective governance and assurance is deployed; and programmes are appropriately resourced and supported.

This position is advertised at 37 hours per week

**Job description**:
We are looking for a strong leader with a passion for Project Delivery to lead in Portfolio Management and to set the strategy and direction of the Centre of Excellence (CoE), identifying, defining, and driving the implementation of key initiatives to optimise performance at a project/programme level to increase P3 maturity.

***A key element of this role will be the reporting of performance and providing analysis and insights to stakeholders to underpin decision making, driven by a clear data and MI strategy.

This role has direct responsibility for the Portfolio’s Centre of Excellence who set the standards for planning, scheduling, stakeholder engagement, benefits management and RAIDO. This post provides the opportunity to enhance professional skills and experience, with future opportunities to promote and progress within a developing P3M profession for both the Army TLB and wider Defence.

**Person specification**:
Main Responsibilities include:

- Providing visible leadership and strategic direction to the various teams within the Portfolio and COE workstreams, promoting an energised culture focused on collaborative working.
- Leading on development and maintenance of the Portfolio Management framework and plan to enable a consistent and efficient approach to governance and assurance at all stages of the project lifecycle.
- Establishing a Governance function that clearly define roles, responsibilities and accountabilities and establish controls and approval routes across the Army’s Change Portfolio.
- Planning and managing 2nd Line Assurance activities at appropriate points during all stages of the project life cycle to provide evaluations of progress against time, cost, quality, compliance, and ongoing viability.
- Developing protocols to manage and document all project and programme level change requests to ensure the consequences and impacts at Portfolio level are understood and accepted.
- Designing and implementing a Business Intelligence and Insights strategy for the Army Change Portfolio, at the heart of which is the ability to improve data driven decision making.
