Overview:
**Deputy Chief Executive**, a new and critical role for SPS that forms part of its senior leadership team.

This is a Senior Civil Service post and is both permanent and pensionable.

The Deputy Chief Executive is a new role within our senior leadership team and will take responsibility for the effective delivery of services within SPS. It is the most senior role in the organisation after the Chief Executive, and the post holder will often deputise for them where required.

On behalf of the Chief Executive, the post holder will have responsibility for the overall performance and operational management of SPS, ensuring that a robust performance framework is in place and our effectiveness to deliver high quality services is enhanced. They will provide confidence to Scottish Government and wider stakeholders around our operational performance.

**The Role**

The Deputy Chief Executive will have responsibility for ensuring that the key strategic priorities of SPS are successfully delivered. They will line manage the Director of Operations and Director of Strategy and Stakeholder Engagement. They will also ensure that all Directorates work collaboratively and innovatively to achieve the strategic objectives of the SPS, utilising an approach which incorporates a shared agenda, shared knowledge, buy-in, ownership and shared success.

**In this post you will be responsible for**:

- Delivering secure custody, safe and ordered prisons, high standards of care, opportunities for those in prison and assistance in their journey to becoming law abiding citizens.
- Increasing employee engagement levels by encouraging, employee voice, empowerment, opportunity, fulfilment, respect for others (including SPS’ duties as set out in the Equality Act), resilience, wellbeing, and respect for others.
- Ensuring we meet our commitment to being a Fair Work employer and fulfilling SPS’s duties, as set out in the Equality Act and the Human Rights Act.
- Providing strategic input to Scottish Government and other stakeholders, including those in the Justice Community in relation to Offender and Justice policy development and its operational implementation within SPS strategy and programmes of work.
- Ensuring SPS delivers priorities on the ground which are consistent with Scottish Government strategic aims and ensuring colleagues and stakeholders understand why and how the work of SPS is aligned to these strategic aims.
- Driving strategic change from concept stage through to successful delivery; putting in place the processes, resources, and management to provide a more person-centred approach to justice and more effective health and social care services.
- Delivering work in partnership with stakeholders, including our trade unions and employees, and to budget; using a holistic approach and collective leadership.
- Major modernisation work including progressing the Digital Strategy and enhancing service delivery through greater use of digital technology in all areas of the organisation.
- Representing SPS across the Justice and wider public sector as well as with Scottish Government, Ministers and the Scottish Parliament.
- As a senior leader the post holder will carry out other appropriate duties to contribute, along with other Directors, to the overall management of the SPS.

**Strategic delivery and change in a complex setting**
- You must demonstrate experience of corporate performance management and the management of complex risk, in a senior, strategic role in a complex organisation.
- You must also demonstrate experience of delivering a change / improvement strategy for a complex organisation that led to improvements in outcomes and utilised creative, innovative solutions; underpinned by value for money.

**Understanding of justice in Scotland**
- You must demonstrate an understanding of the justice system in Scotland, including how it operates and the challenges facing it. This may be through one of the following:

- experience working in the justice sector,
- experience working in a sector in close contact with justice,
- knowledge and experience gained through relevant research or associated work.
