Job summary

We are looking for an accomplished and enthusiastic person to join our team in the King�s Lords Treasurer and Remembrancer. This is a specialised service which focuses on dealing with ownerless property in Scotland.

As our Chief Finance Officer, you will take full responsibility for the development of the KLTR�s financial strategy, the preparation of our monthly and annual accounts, and fostering a culture of growth and collaboration. Your role will also include being the principal point of contact for our annual audit as ensuring that KLTR adheres to relevant guidance under the Government Financial Reporting Manual and the Scottish Public Finance Manual.

This is a key leadership position within KLTR in which you will be working closely with the Chief Executive, the KLTR Board and annual accounting board, and external organisations such as Audit Scotland and the Information Commissioners Office: driving continuous improvement and delivering a programme of work that enhances our finance processes and informs good decision making and establishes the organisation as a leader in good financial governance and compliance practice.

Job description

General Responsibilities

Oversight of the KLTR budget with a turnover of approximately �12 million.Production of KLTR�s monthly and annual accounts.Development of KLTR financial strategy, budget, controls and procedures. Provide insight to senior levels on short-term and long-term growth plans.Work closely with consultants, auditors and Scottish Government to strengthen financial strategies, leading on complex and sensitive discussions.Provision of financial guidance, support and training to the KLTR team.Line Management of two staff members.

Role Specific Activities and Duties

Supervision and accountability for various banking authorisations including finance systems.Treasury management, ensuring sufficient funds are available to cover payments and cash forecasts are complete to guide financing decisions.Lead the team and build confidence on the adoption of new technology with finance system upgrades, providing support and training.Agree with external parties the Annual Financial Statements schedule ensuring they are completed on time and accurately reflect the financial position for KLTR.Decide on and approve reports and projections to the Scottish Government, KLTR Advisory Board and Accountable Officer/Chief Executive.Create, deliver and present financial papers to the KLTR Advisory Board; KLTR Senior Executive Team and Risk Management Group.Supervise Freedom of Information requests serving as a point of contact for further action and provide pertinent responses.Provide frequent updates to Senior Leaders on financial forecasts and business trends.Create, update and make sure that finance policies and procedures are appropriately reflected throughout all KLTR communication channels.Ensure timeframes are met for all payments carried out by the payments team.Work with internal and external auditors and attend the KLTR Board and Audit and Risk Committee.

Possession of a professional accounting qualification (full membership of a CCAB body or CIMA).Experience leading complex and sensitive discussions at a senior level with both internal and external stakeholders.Experience of making informed and complex decisions, evaluating potential risks and solutions.Experience of creating and developing financial strategies incorporating industry and economic trends, in line with the Government Financial Reporting Manual and the Scottish Public Finance ManualExcellent interpersonal skills and the ability to influence at senior levels and build new beneficial relationships.Knowledge and application of the FReM (Government Financial Reporting Manual), SPFM (Scottish Public Finance Manual), ensuring the AO (Accountable Officer) adheres to their responsibilities and is fully aware of their AO responsibilities stipulated in the SPFM including criteria under best value � the Chief Finance Officer is to ensure the appropriate decision-making frameworks and processes are in place and will advise directly the AO on these matters.
