**Job summary**:
The Emergency Preparedness, Resilience and Response Division (EPRR) is a key Division within the Chief Operating Officer Directorate (COOD). Reporting to Division Deputy Director you will hold significant autonomy for leadership and management of the Business Continuity Unit, hold responsibility for programme and running cost budgets, and deputise as necessary for the Deputy Director.

You will be responsible for the development and implementation of strategic policy and lead on a number of specific policy areas across the EPRR portfolio, with a focus on national-level risks as contained in the National Security Risk Assessment (NSRA) and Scottish Risk Assessment (SRA). Given the nature of the role, much of the development of strategy and policy will be new and the Unit Head will need to be both innovative in their approach and engaging for our range of stakeholders.

You will also be responsible for the Division’s Lessons work, and following the response to COVID19 and broader system pressures, will play a key role overseeing Lessons Identified work to support the necessary changes and improvements following the response phase of the pandemic.

In doing so you will help build, maintain, and improve a culture of preparedness and resilience across NHS Scotland so that they can plan, prepare, and respond effectively to potentially disruptive incidents and also advise and support Health and Social Care Directorates (HSCD) on matters of preparedness and resilience.

While located in the COOD you will work across Health & Social Care Directorates and with other portfolio areas across Scottish Government. Regular engagement with stakeholders, including other Devolved Administrations and government departments across the UK nations, will be required. You must be capable of working in complex, dynamic, and sensitive areas and able to work collaboratively with a range of stakeholders and partners.

EPRR Division also leads and coordinates the emergency response framework for HSCD. In addition to supporting the response to any incident, you will need to consider the impacts of Health Board actions, Ministerial, and SG responses in times of disruption and when managing crises.

The scope of the post is wide ranging and spans the full Health and Social Care sector. You must therefore be able to interpret the complexities and interdependencies of the Health system, as well as recognise and manage the emotional and stress management challenges integral to delivering this role as an individual and in supporting others.

You will work autonomously with support from the EPRR Division Deputy Director. You will be part of the senior management team for the Directorate and Division.

**Job description**:

- The Unit Head is a senior leadership role working with a range of partners and stakeholders in Scotland and across the UK and will have strategic and cross-cutting responsibility for a number of key areas:
- Responsible for Health and Social Care national Emergency Preparedness, Resilience and Response strategy/policies for NHS Scotland and providing expertise to policy colleagues and external partners across NHS Boards and agencies
- Undertake extensive national planning work including commissioning National Resilience Capability Assessments to supplement specific planning and capacity building for national-level risks. This includes the production of an annual Sector Resilience Assessment for the Health Sector
- Oversight of national exercising and lessons programmes ensuring lessons identified drive improvement, policy development, training, capability generation and support the national-level NHS Scotland Testing & Exercising programme. This will include using risk, research, and improvement methodologies to build national resilience and exercise programmes linking with academia, and sector/industry benchmarking, both nationally and internationally where appropriate.
- Part of the Divisional / Directorate Management Group providing senior leadership to the Division/ Directorate delivering corporate polices, support and provide expert advice to the Chief Operating Officer / Director and Ministers, and working closely with all our Directorate teams ensuring that there is a clear focus on the reputation of Ministers.
