The Systems Team plays a pivotal part and acts in an advisory and support capacity across the organisation to develop and improve the quality and efficiency of the service. The Information Team manages the provision of a wide range of high-quality information and advice, whilst meeting the County Council’s statutory duties as outlined in the Care Act 2014 and other legislation, for example, the Data Protection Act 2018, the Accessible Information Standard and the Freedom of Information Act 2000.

**About The Job**

**Salary**: £28,371 to £31,099 per annum
**Working Pattern**: Full-time (37 hours per week)

The post holder will require a good working knowledge of the end-to-end operational, purchasing and financial processes and procedures of WSCC Adults’ Services. They will play a key role in the delivery of high-quality advice and guidance in these areas to ensure WSCC policies and processes are adhered to. The successful applicant will be required to understand how adult social care processes work, where data is collected and what it is used for. They will assist in the design of appropriate data monitoring tools and reports to identify where data quality errors are occurring and drive data quality and process improvements. They will support data cleansing work of inaccurate or omitted data and help prevent them from reoccurring.

Performing this role’s duties, you must have an excellent knowledge of the workflow and systems used by WSCC Adults’ Services; you must be comfortable working for extended periods of time with considerable amounts of data and complex formulas, to analyse, evaluate and cross check data anomalies. Good initiative and prioritising skills are vital in completing this role to a high standard, as you will be responsible for specific areas of data collection and you must be able to consider and recommend solutions ensuring deadlines and data quality standards are met.

**As a Data and Information Officer, you will**:

- Have a key role in the delivery of high quality advise and information.
- Support Adults’ Services to improve processes and data quality within Adult IT systems and websites including the Electronic Records Management System (Mosaic).
- Collect, process, and analyse a range of complex data in support of the Local Authority’s statutory, strategic, and operational responsibilities.
- Build and maintain positive, strong, and effective relationships with partners and stakeholders.
- Analyse and interpret complex data and undertake quantitative, and where necessary qualitative, analysis using appropriate software - for example statistical software packages, spreadsheets, and databases.

- Excellent analytical skills with the ability to research and analyse data from a variety of sources and produce qualitative information with mínimal guidance.
- Highly computer literate with sound and accurate IT skills in order to manipulate complex data and produce reports using a variety of software.
- Excellent verbal and written communication skills with the ability to present analysis and findings clearly, concisely and accurately to a range of audiences in ways that promote understanding.
- Advisory, negotiation and persuasion skills in order to encourage others to adopt a particular course of action.
- Sound problem solving skills with the ability to analyse complex issues and diagnose business solutions, making logical and rational decisions based on all information available.
- Ability to organise, prioritise and plan own workload to meet deadlines and targets.
