Working Pattern**:Full time (37 hours)**

This will be a challenging, dynamic and rewarding role and we are looking for individuals who have the appropriate aptitude and skills to make a difference for all residents in the county.

The Contract Officer is required to interact with the service suppliers linking to their service leads, contract leads and Finance. This is particularly relevant to the current high value contract with NHS suppliers.

As a Contract Officer working for Public Health, you will be part of the team that will ensure that good quality, affordable services are available for all our residents. Working proactively with the existing and emerging markets you will develop relationshipswith suppliers and other professionals that ensure services are responsive and meet identified need.

**Experience and Skills**

**Key Skills**
- Excellent organisational and planning skills which enable you to meet set targets and to balance work priorities on a daily basis, often under time pressure, and be self-motivated.
- Good communication skills and the ability to develop good working relationships with a range of people, such as suppliers, key stakeholders and Public Health Commissioning colleagues, in order to provide specialist contractual advice and information. Suppliersmay be NHS or independent. Stakeholders will include maternity services, primary care, early help and children's services. Ability to summarise information and 'translate' for non-commissioners and stakeholders.
- Confidence and ability to have difficult conversations with suppliers and commissioning officers, procurement, and contract colleagues.
- Good general level of IT competence and skilled at collating, inputting and presenting performance information and managing databases / data in general (in Excel and Word primarily though not exclusively).
- Excellent analytical skills in order to interpret complex tender / financial information, with the ability to organise, plan and meet set targets e.g. for timely distribution of tenders.
- Ability to be outwardly focused on customers, and professionally curious to ensure good quality provision which will require common sense and tenacity.

**Qualifications and/or experience**
- BTEC / HNC / NVQ3 level or equivalent experience demonstrating that level of numeracy, literacy and communication skills.
- Local Government Association qualification in contract management and procurement.
- Demonstrable experience of managing contracts for effective results ensuring best value and optimum service levels are maintained.
- Experience and knowledge of the Public Health healthcare market, and of quality assurance systems and contracting processes.
- Experience of operating in the public sector contract management arena, ensuring best value, and maintaining service to agreed contractual thresholds.
- Experience of working in Public Health within a Local authority and with NHS suppliers.
- Advanced theoretical, practical and procedural knowledge of contracts tender and management including an understanding of the financial and legal frames governing contract management.
- Knowledge of the political overlay required for procurement and contract management within a Local Authority and the key decision process.
