As part of the College Management Team, you will play a key role in shaping the future of the community by leading the Human Resources initiatives.

Role Overview:

This role provides the operational lead for our Human Resources initiatives and supports the SLT/ELT Manager in delivering effective HR functions to all staff. You will be instrumental in implementing, maintaining, and developing the college's HR functions and systems, supporting the People and Culture strategy.

Key Responsibilities:

  • Support the EMT in driving a culture of success, quality, and ambition that embraces change, digital transformation, opportunity, creativity, and challenge.
  • Create and promote an environment of trust and openness.
  • Ensure compliance with all College policies and procedures.
  • Coordinate and support the implementation of the People and Culture Strategy through management of the HR Operational Plan.
  • Manage, promote, and maintain a high-quality, professional HR service, fostering a culture of continuous improvement.
  • Monitor organisational performance related to People and Culture KPIs and provide recommendations for personal development and continuous improvement.
  • Develop and implement performance management policies and processes to align individual contributions with organisational goals.
  • Review, develop, and update an employment policy framework to ensure legal compliance and support organisational culture.
  • Lead and develop the Human Resources Team.
  • Ensure high standards of service delivery for all key HR functions, including recruitment, pay & pensions, staff welfare, policy and procedure compliance, advice and guidance, health and wellbeing, grievance, and disciplinaries.
  • Contribute to the National Bargaining Agenda and assist in implementing outcomes, advising the ELT of implications.
  • Develop and maintain positive working relationships with Trade Unions at both local and national levels.
  • Work with managers to develop an organisational training plan and establish career development plans to support succession planning.
  • Proactively monitor all relevant HR data and metrics to identify emerging trends and make recommendations to address issues in line with the People and Culture Strategy.
  • Manage the administration of employee pension schemes and liaise with the Scottish Public Pensions Agency and Dumfries and Galloway Council.
  • Oversee the College payroll function to ensure efficient, accurate, and timely payment of staff salaries.
  • Manage resources as allocated and oversee job evaluation processes with appropriate managers.
  • Provide generalist HR support to managers, covering the full scope of resource management, staff and management development, employment relations, and staff welfare.
  • Advise and support managers on employee relations matters such as absence, discipline, grievance, performance, and other HR issues.
  • Provide advice, guidance, and support to managers and staff on employee relations and welfare issues.
  • Fulfill duties and responsibilities under the College’s Health and Safety Procedures, including Risk and COSHH Assessments and participation in evacuation procedures.
  • Perform any other duties reasonably required of the position.
  • Continuously identify areas for improvement.
  • Work collaboratively with the College Management Team to ensure a consistent approach to people management.
  • Ensure the HR team works collaboratively to maintain consistency in HR, Employee Development, and Equalities issues.

What You Need to Succeed:

  • HR Expertise: Comprehensive knowledge of HR strategies, policies, and employment law.
  • Best Practices: Strong understanding of best practices in HR management.
  • Organisational Communication: Excellent skills in organisational communication, interpersonal relations, listening, influencing, and negotiating.
  • Qualifications: A degree in a relevant subject or equivalent HR experience. Chartered CIPD membership is desirable.
  • HR Systems: Familiarity with HR operating systems (experience with iTrent is desirable).
  • Effective Communicator: Ability to communicate effectively with staff at all levels within the organisation.
  • Initiative: Proactive and able to use your own initiative.
  • Team Player: A collaborative leader who can ensure the HR team works cohesively.
