Location

Our headquarters is a newly refurbished office in Capital Quarter, Cardiff, specifically designed to meet our needs. We expect this to be the place that most colleagues will use to collaborate, both with each other and with stakeholders.

As we operate across Wales, we also have collaboration and limited office space in Welsh Government offices in Llandudno Junction, Aberystwyth, Swansea and Merthyr Tydfil.

Main purpose of the job

Providing access to the right learning opportunities at the right time is key to learner success.� As a leader in Medr, you will lead on the performance of our providers. By keeping abreast of policy priorities and budgetary positions you will be key to ensuring providers deliver against agreed targets and outputs. You will work closely with our quality team, sharing intelligence to ensure learners have great experiences.

As a strategic leader and a key member of our leadership team you will embrace and lead change; be comfortable co-constructing with providers; live our values and develop others to be their best selves.

Job description

What you�ll be doing

Provide oversight and strategic leadership to your team to ensure they deliver; managing the team�s budget and people resource to enable effective delivery of their activities.Leading a change programme to develop and implement a �Tertiary Provision Plan� through co-construction maximising opportunities for learners wherever possible and ongoing management of the Plan once implemented.Keep abreast with policy priorities and budgetary constraints to enable meaningful engagement when setting ambitious outcomes and targets for providers.Effectively manage the performance of providers against their agreed targets / outcomes, using the available data and evidence intelligently to inform decision making; risk management and for the identification of gaps and trends � sharing this will the quality team and colleagues as appropriate.Actively contribute to evidence based risk assessment of current providers and when required effectively contribute to the development of intervention strategies based on the outcome of quality and performance reviews and risk assessments.�Build and maintain constructive relationships with internal and external partners including Welsh Government, providers across the post-16 sector and internally including facilitating sharing of effective practice.Represent Medr at a senior level, working in collaboration with partners and colleagues to ensure effective investment and monitoring of the tertiary education budget.

Key challenges you will face

Getting to grips with the breadth of providers at pace and understanding their different contractual requirements to enable you to effectively challenge and ensure delivery against agreed outcomes.Balancing partner expectations with Welsh Government priorities and budgetary constraints whilst ensuring the best outcomes for learners across WalesLeading on the co-construction of the �Tertiary Provision Plan�. A Plan that has learners at its heart and ensures best use of the provision we have in Wales.Leading a geographically dispersed team whilst developing and supporting them to reach their full potential.�

About your team

You will lead a geographically dispersed team of around 9 people within the Development, Investment and Performance Directorate.� This team is made up of experienced people and also has some vacancies.� You �will� lead on the recruitment of additional team members, so building and developing your team will be crucial.

The team leads on the performance of our providers. They play a crucial role in balancing expectations from providers against policy priorities and, budgetary constraints.� By reviewing contractual requirements, the team assess what is being delivered, how and when; effectively challenging ways of working; identifying gaps and influencing change. Additionally, they identify effective practice; trends and opportunities and share these with partners.

The team work across Medr with policy, quality, data and analysis, investment and monitoring teams to ensure providers deliver for our learners.� They have developed credible and strong working relationships with providers and foster a co-design and co-construction approach; working with partners to solve challenges together.���

The team keeps abreast of priorities and emerging needs such as net zero and Welsh language provision.�

Your line manager

Geoff is the Director for Development, Investment and Performance and will start this role on August 1st 2024.

Prior to joining Medr, Geoff has 20 years� experience of working in the Further Education and Apprenticeship Division at Welsh Government, most recently as the Head of Funding and Monitoring. The role was responsible for the funding of FE College, School Sixth Form and Local Authority ACL provision, ensuring accountability for c�570m and overseeing monitoring and compliance of delivery.

Geoff graduated from University of Wales, Lampeter in 1997.
