There is a need to recruit a Development Manager (Senior Consent Manager) offshore wind to supervise all Development activity on current and future offshore wind projects. The role will lead a large team and co-ordinate the many aspects of project development and construction including delivering and maintaining the necessary consents for the project.

This consent- strategy focussed role will initially be assigned as DM for the three Norfolk Offshore Wind Farm projects (Vanguard West, Vanguard East and Boreas – 1.4 GW each – 4.2 GW in total) and under this specific project structure will be titled as "development manager". Contractually this role will be titled Senior Consent manager in alignment with the wider portfolio. However, the role may in future be reassigned to other offshore projects within the portfolio as needed.

Key responsibilities of the Development Manager on the Norfolk Offshore Wind Farm projects will include

  • Responsible for ensuring that the development team has the appropriate resource allocated at all stages, and working with the relevant RWE Team Leads to ensure that RWE resource planning takes account of project needs, including involvement in the recruitment processes.
  • Responsible for the approval of the necessary supply chain plans/Sustainable Industry Rewards and ensure collaborative working with other teams within the project to ensure the delivery of the commitments made.
  • Overall responsibility for the management of commercial fisheries issues on the project.
  • Overall responsibility for the management of the aviation and radar issues on the project.
  • Member of the Norfolk Senior Management Team, attending regular meetings.
  • Delivery of plans and discharge of consent conditions and requirements to enable the construction of the project to continue according to the programme.
  • Responsible for weekly and monthly project reporting, creating relevant budget lines, and managing and tracking all relevant risks.
  • Manage additional consent and licence applications and licence variations as required.
  • Interface with the Norfolk projects' package, legal, engineering and commercial teams as appropriate to ensure consenting, land, supply chain plan, environmental and stakeholder and communications requirements are understood and accounted for in all decision making and activities.
  • Lead on liaison with relevant package teams, ensuring compliance with necessary consent conditions, statutory reporting requirements and landowner agreements
  • Support on any activities to secure new investors and the OFTO sale process.
  • Liaison with any future JV partners as appropriate.
  • Management of team members, setting project-related targets and undertaking annual reviews for performance on the Norfolk projects.
  • Liaison with adjacent offshore wind projects where required e.g. Scottish Power Renewables, EA1N, EA2 and EA3.
  • Proactively share lessons learnt and best practice between projects in the wider RWE portfolio
  • Support with preparing the projects for the operational phase.

Key responsibilities of a Development Manager at RWE include:

  • Identification and implementation of an optimum consenting strategy
  • Lead project team to deliver and maintain the necessary consents for the project
  • Lead project team to deliver and maintain necessary onshore and offshore land lease agreements
  • Lead Project team to deliver and maintain necessary third party onshore and offshore agreements, including any Planning Performance Agreements
  • Functional Management and motivation of personnel within the development team.
  • Responsible for ensuring that the development team has the appropriate resource allocated at all stages, and working with the relevant RWE Team Leads to ensure that RWE resource planning takes account of project needs, including involvement in the recruitment processes.
  • Coordinate and oversee project development activities and interface with other core project staff and other project teams
  • Ensure HSE compliance by project consents team and team interface to project HSE manager.
  • Maintain contracts with Lead EIA and Planning Lawyers
  • Liaison and co-ordination with project partners, key consultants and other supporting contractors.
  • Liaison activities with government and other key stakeholders (e.g. offshore regulators, Crown Estate, statutory consultees, relevant sea users), including support for PR messaging
  • Local stakeholder, political and media management working with internal press office and political affairs teams
  • Liaison with JV partners as appropriate
  • Ensure all risks are identified and appropriately controlled
  • Manage the development budget and deliver workstreams on schedule
  • Deliver an approved Supply Chain Plan/ secure Sustainable Industry Rewards for the project
  • Lead on project relevant consultation responses
  • Proactively share lessons learnt and best practice between projects in the wider portfolio
  • Manage Consenting input into examination process, including responses to exam questions and written reps (N/A for Norfolk Projects)

Knowledge and Skills:

  • Advanced people management skills including motivational and support skills
  • Well organised and able to support multiple work streams on a large project
  • Proven competencies in project development including proven ability at manager level
  • Be highly motivated and have the ability to work to specific project deadlines
  • Have enhanced communication and interpersonal skills at a range of levels internally and externally
  • Relevant experience of development, consenting and being involved with land transaction matters, ideally in the offshore wind discipline
  • Detailed understanding of offshore and onshore planning issues and all stages of the DCO process including Examination.
  • Ability to influence and persuade stakeholders

Other information:

The Development Manager role reports to the Norfolk Project Director on a project basis and the Team Lead Consents on a line basis.

The role will require travel to meetings in RWE's London and Swindon Offices and to the site. Travel to other locations in the UK and Europe may be required.
