Planning Performance and Quality Officer-east

The shift pattern for this position is Monday - Friday.


Quality Officer working within the Planning Performance and Quality function with the freedom to act, the post holder will play a key role in leading the service planning, performance and development requirements to deliver transformational change across East Dunbartonshire health and social care services, in support of the HSCP's Strategic Plan.

The role will involve working with clinicians, managers, staff, professionals, partner organisations, service users / carers / wider communities, and other key stakeholders across health and social care, and multi-disciplinary agencies to support the delivery of new models of care

This will include:

  • Complete understanding / mapping of existing services and development of a detailed robust case for change required as part of service transformation;
  • Leading on the development of new models of care, service plans / specifications and pathways in conjunction with health and social care professionals and partners, based on an agreed planning framework, national guidance and legislation, East Dunbartonshire HSCP Strategic Plan, East Dunbartonshire Local Outcomes Improvement Plan (LOIP) priorities, and local population needs assessment and intelligence;
  • Leading on the implementation of the HSCP's Performance Management Framework across a range of service areas;
  • Preparing services and the HSCP for external regulation and inspection;
  • A significant amount of communication and engagement in line with legislation, Statutory Guidance, best practice principles and the HSCP Communications and Engagement Strategy.


The post holder will work with the Senior Management Team and work stream leads to provide leadership and expertise in technical planning to deliver transformational change.


Where necessary, the post holder will play a key role in supporting business case development from strategic outline business to full business case (FBC) for any proposed capital development.

There will be a specific need to support locality planning within East Dunbartonshire.

This will involve a high level of engagement with the community, service users, carers and other key stakeholders to support the development of services in line with the delivery of the HSCP Strategic Plan.

The post holder will be at the forefront of a dynamic programme of service development and performance management. This will involve the post holder making a significant contribution to all facets of health and social care planning.


To provide expert advice, support and organisational intelligence to the Chief Officer, Senior Management Team (SMT), Heads of Service and other senior managers regarding service planning, development, improvement and performance management.

To be responsible for building and strengthening partnerships with statutory agencies, third sector / voluntary organisations and the wider communities in the planning and development of health and social care services across East Dunbartonshire
