Job summary
The Associate Director of Womens and Childrens Commissioning will work closely with other associate directors, directors and senior managers for each area to provide strategic leadership and drive joined-up responsibilities. They will lead in the areas of:
Setting the strategy for Women's and Children's commissioning that delivers the outcomes required for the people of Somerset when accessing care. Within that strategic context, working with providers, transform pathways of care for Women and Children.We reserve the right to close this vacancy early if sufficient applications are received prior to the advertised closing date.
Main duties of the job
You will lead the commissioning, service re-design and transformation inall areas of Womens and Childrens services, working collaboratively with system partners. They will alsobe responsible for implementing agreed joint commissioning arrangements andprocesses for Womens and Childrens, ensuring robust processes and governance arrangements are in place.
TheAssociate Director will be assigned to a locality area to forge relationshipswithin that locality so that commissioning can also take place at a definedneighbourhood level.
TheAssociate Director will support collaborative working across organisationalboundaries by building strong and trusting relationships with key systempartners to generate buy-in to a collective vision for integrated care andpopulation health management; transforming the health and care system acrossSomerset to enable change at system and partnership level.

PURPOSE OF THE ROLE:

KEY RESPONSIBILTIES OF THE ROLE:Provideleadership to the designated locality that enables localities to focus on thedevelopment of models of care, working in partnership with the quality andprimary care teams within the ICB to ensure models and pathways adopt bestpractice.
Considerwhere appropriate developing and implementing joint commissioning andco-commissioning in relevant area of responsibility or locality area to deliverthe greatest benefit to the people of Somerset.
Ensurecommissioning plans are produced in line with national and local timescales andare monitored regularly and appropriately.
Considerengagement with wider stakeholders and the Somerset population on howprogrammes of work are co-designed and co-produced, working closely with theCommunications and Engagement team.
Leadand undertake the actions outlined in the strategic commissioning framework toensure the needs of the local population are considered in service redesign.
Beaccountable for defining and delivering the agreed commissioning and localitypriorities.
Leadand provide expertise in designated area of commissioning responsibility andlead the development of the team, encouraging the adoption of an inclusive andsupportive working environment.
Work with a range of stakeholders including patientsand providers, clinicians and colleagues both within the organisation andexternally, and across various levels of seniority.
Develop, lead and maintain highly collaborativerelationships with a wide range of key stakeholders to secure full engagementat all stages of the programme of work.
Work with staff and clinicians across the system toensure that policy is embedded throughout the organisation and that the impacton other functions is identified and addressed in a developmental andintegrated way.
Use effective communication, negotiation, andinfluencing skills to enable effective change management with stakeholders atall levels who may hold differing and contentious views.
Identify areas of opportunity for efficiency andproductivity gains that contribute to the overall financial plan within thesystem.
Work with system partners to prioritise and developsystem transformation to ensure the sustainability of services reflecting bestpractice and national policy.
Develop, monitor, implement and evaluate programmeproject plans and produce comprehensive reports.
Responsiblefor leading policy development for area of commissioning responsibility.
Holdthe relevant budget for area of commissioning responsibility.
Linemanage the Women and Childrens commissioning team.
Matrixwork with other Locality and Transformation teams and relevantteams/individuals across the ICB and the system.
Therole is responsible for dealing with, or advising on, highly confidentialinformation and explaining highly complex, highly sensitive and potentiallyunwelcome information to a wide range of audiences while overcoming significantbarriers to resistance.
Deputisewhere necessary for the Director of Localities and Strategic Commissioning orDeputy Director of Strategic Commissioning.
Theportfolio will be regularly reviewed by the Director of Localities andStrategic Commissioning and the focus, priorities and portfolio will be adaptedto meet organisational and service needs.
As asenior role, the incumbent will be required to take part in ICB on-callarrangements.

Experience of the leadership of strategic commissioning programmes and project management Experience of the application of key stages of the commissioning cycle to bring about service improvements Experience of leadership and involvement in collaborative service redesign projects and competitive procurement projects within the NHS or social care Experience of developing and delivering representational and communication activities that successfully deliver key messages to the public and internally Experience of operating corporate projects and providing clear advice on policy options and policy development.
