Job summary

We seek a Partnerships and Engagement Officer who has a passion for bringing people together to think creatively about the way in which health and care services are designed and the communication and engagement skills to help deliver change.

The role is based within Cardiff and Vale Health Board's Strategic Planning team but will have strong links with partnership arrangements across the Cardiff and Vale region including the Regional Partnership Board and Public Service Boards. You will support an exciting and ambitious portfolio of programmes to make a real difference for people in our communities. Some work will involve engagement with people across our region to inform key strategic documents such as our Population Needs Assessment and the UHB's Medium Term Plan. Other work will involve engagement on service development areas for groups of people with specific communication needs. We also need someone who is able to help us communicate the outcomes of our work in a range of ways through annual reports, newsletters, social media, etc. We seek a team player with experience of engagement and communications work, together with a real heart for working between organisations and with a wide range of service users and communities.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Main duties of the job

Job responsibilities

Based with the Strategic Planning Team and reporting to the Head of Strategic Partnership and Engagement , the post holder will have a portfolio of specific responsibilities to deliver the following:

Work closely with the Head of Strategic Partnerships and Engagement to provide an advisory function to the University Health Board, Senior Leadership Board and Regional Partnership Board and its partners, advising on all aspects of engagement and partnership working and providing hands on support for communication and engagement where necessary.

Work closely with the Head of Strategic Partnerships and Engagement and RPB team members to develop and implement a program of engagement work across the UHB and the RPB, informed by the UHBs Co-production, Engagement and Consultation Framework and the RPBs engagement framework.

Work closely with the Head of Strategic Partnerships and Engagement and RPB team members to develop and implement a communications plan to share the work of the UHB Strategic Planning team and the RPB.

Work closely with the Head of Strategic Partnerships and Engagement to offer swift and decisive decision making in relation to leading and responding to any urgent service changes.

Work independently guided by the University Health Board organisational strategies, policies, corporate vision and objectives, advising on how these should be interpreted and implemented across traditional media (local, regional, national and specialist) and new media whilst also ensuring compliance with wider partners policy as appropriate.

Be politically aware and understand the complex NHS, partnership and political issues and changing strategic situations.

Build engagement into all long-term strategic planning, advising, influencing and persuading the Executive Team, Board Members, RPB members, PSB members and other senior staff members on appropriate approaches where necessary.

Where necessary, exercise judgment and make significant and informed decisions which require the analysis, interpretation and comparison of a range of options for best conducting engagement and communications work.

Develop knowledge and understanding of communication, coproduction, engagement and consultation.

Develop and maintain strategic links with wider NHS Wales, broader public service and the third sector.

Take a lead on managing stakeholder engagement and / or communication initiatives to share the University Health Board and partnerships corporate vision and objectives organising and promoting stakeholder events and localised / collaborative campaigns.

Work collaboratively with the communication and engagement team within UHB and partner organisations to establish, maintain, deliver and continually improve the use of traditional and new media in engagement work.

Maintain working relationships with the communications and engagement team of the UHB and partners.

Ensure consistent and accurate use of the University Health Board and RPB brand and identity, and wider NHS Wales brand in any media communication, and ensure compliance with identity and style guidelines across all content and external communication channels.

Maintain the strictest confidentiality when dealing with the University Health Board and partnership documentation and ensure compliance with Data Protection legislation.

Provide arrangements and a media service that support use of the Welsh medium and compliance with the Welsh Government and Welsh Language Commissioners standards.

Ensure the University Health Board and partnership meets its statutory obligations in relation to the Welsh language.

Carry out any other duties of a comparable nature as and when required.

Qualifications & Experience

Degree or equivalent Knowledge of engagement techniques Good track record of developing and implementing engagement plans. Practical experience of using formal and informal measurement tools and techniques to evaluate engagement reach. Experience of working with external partners and stakeholders. Experience of working with multidisciplinary teams at varying levels of seniority Experience of, and evidence of, working in partnership across organisations. Practical experience of managing internal and external relationships, particularly during sensitive/complex projects. Exceptional people skills. Communicate effectively including excellent spoken and written skills. Comfortable working on their own initiative and are confident in making sound, independent judgements.
