Main duties of the job

As a Policy and Programmes Manager you will:

Support the delivery of a range of programmes and projects across our work plan. Provide policy expertise on Equality, Diversity and Inclusion (EDI), and tackling inequality for patients and users of the NHS, supporting development and delivery of programmes of improvement for our members. Work closely with members, NHS leaders, external partners and colleagues across the NHS Confederation. Help shape new proposals being developed as member offers in the EDI and tackling inequality space.

The NHS Confederation is the membership body for the NHS, bringing together and convening all parts of the health system. Our members span the full range of organisations that provide and commission services, including acute, community, mental health, ambulance service trusts and primary care networks; clinical commissioning groups; and academic health science networks. We also represent the interests of the health and care system as a whole on major system-wide issues.

Job responsibilities

The role encompasses two main themed areas:

- Programme management and delivery of a range of projects drawn from the Partnership and Equality Teams workplan

- Providing specialist Policy expertise on tackling inequality and EDI, supporting development and delivery across the teams projects and programmes, and across the organisation as required.

The post holder will be part of the Partnerships and Equality team, working with our members, external partners and colleagues across the Confederation. They will be line managed by the Assistant Director and maintain strong links with all members of the team, supporting their work with underpinning policy expertise and programme management/delivery. This will include direct involvement in the many work streams and contracts being delivered by the team, and also in developing new proposals and offers for members and funding partners.

Responsibilities

Programme Management and Delivery

Develop new project plans as required, working with team members, the wider NHS Confederation, and project partners, ensuring active involvement of those concerned in project delivery, and providing excellent communication as projects progress. Maintain project plan details, relevant communications and reports. Set up and manage project meetings, maintain agendas and notes to support programme delivery, and prepare progress reports. Support the lead of the project and liaise across sub leads for specific project actions. Troubleshoot as required to keep projects to time and flag up any barriers or issues concerning delivery of actions within the projects. Policy and influencing Analyse and ensure a wide understanding of the range of existing and new policy relevant to the work of the team and healthcare space and support the work streams of the members of the team and the EDI leadership networks. Brief and update the work stream leads via a multitude of methods briefings, input into programmes, project meetings and thought pieces. Analyse the evidence supporting the themes which inform our work programmes and those across the Confederation teams and networks as appropriate. Support, and have expert input into, developing strategic plans and business plans for related themes, and new proposals and offers, and work with the team on specific policy projects which our members prioritise. Provide horizon scanning and impact assessment, keep the team updated on relevant developments, in EDI, tackling inequality and Human Rights. Identification and collation of relevant resources for members, to support delivery of work programmes. Communication Work with comms leads to prepare content for Members, through whichever comms channels are appropriate. Prepare and present policy material for our members, partners and stakeholders as part of our workstreams and delivery of contracts. Provide timely and professional responses to various national consultations, bringing in member voice, in relevant topic areas. Stakeholder and member relationship building Manage and develop specific expertise and stakeholder relationships in the EDI/Equality space, working collectively with team members, colleagues across the NHS Confederation and external partners. This will involve developing joint policy projects and products. Establish and manage appropriate member forums. Work with policy makers and policy leads internally and externally as appropriate, providing specialist expertise in relevant topic areas. Leadership Contribute to the development of an effective, inclusive, high performing team supporting our members across the health and care system. Optimise the allocation of time and resources to work projects to make the best of the capacity, skills and budget available. Support the Director and Assistant Director with the development of the annual business plan, work programmes and budget setting. Invest in own personal development through feedback and continuous learning and support the personal development of others in the team. Key Relationships for the role:

Partners with whom we are developing and delivering projects and programmes of work. External contractors and suppliers contributing to team projects and activities. Policy, communications and public affairs leads at the NHS Confederation Members/Senior leaders of the EDI Networks, leadership groups and programmes. Colleagues across the Confederation corporate teams and Networks External stakeholders, partners, national and local organisations as relevant to the focus areas of the role. Person Specification

Experience

Essential

Demonstrable analysis skills that cut through complexity and provide insight, with the ability to write accessible and compelling narratives informed by member/stakeholder views, evidence and best practice. Proven programme management expertise and experience of successfully delivering complex projects. Experience of producing written briefings and reports and delivering presentations to internal and external audiences. Ability to tailor the content and delivery to the needs of the audience. Knowledge, skills and experience of applying evidence-based initiatives to tackle inequality in healthcare settings. Demonstrable communications and interpersonal skills, including being personally credible and influential with senior leaders and stakeholders. Developing and delivering insightful thought leadership and managing complex relationships at a senior level. Experience of representing an organisation to outside bodies. Able to use initiative, prioritise and work with minimum supervision. Flexible and agile in a rapidly changing environment. Able to work under pressure and meet multiple deadlines at the same time. Good interpersonal skills and experience of working in and with senior teams in an inclusive collaborative manner.

Desirable

Developing innovative proposals and offers underpinned by evidence and translating high level plans and outlines into practical projects and programmes within healthcare settings. Experience of member or public engagement setting up engagement processes and engaging partners in projects or programmes eg. reference groups/forums. Setting up the governance concerning project and programme Oversight and Steering Groups and having an understanding of partnership programmes and joint funding arrangements and providing secretariat support within these structures.
