Venn Group have partnered with an excellent East London Local Authority to recruit a permanent Programmes and Change Manager, as part of their restructured Policy and Change team.

The Programmes and Change Manager will be responsible for driving the corporate programmes and supporting business transformation where required. They will need to manage a highly motivated team delivering to strict timescales.

This will be a vital role in enabling better outcomes for the borough’s communities and an exciting opportunity to be at the forefront of strategic change and to develop leadership skills.

**_Key Responsibilities of the Programmes and Change Manager:_**
- Lead on an efficient and effective programme management and change function that will deliver the corporate programmes for the organisation
- Maintaining an overview of the portfolio of multiple programmes and projects within them, each with varying priority, timelines and resource requirements
- Managing the team providing regular supervision to direct reports and support to all staff ensuring the delivery of quality services by a motivated workforce
- Develop and assign relevant measures to monitor success of projects, actions plans, performance and improvement
- Develop a strong change management culture, collaborating with leaders across relevant departments/directorates to facilitate transformational change
- Develop the systems, protocols and inter-departmental working arrangements required to embed the use of programme management across the Council
- Lead and oversee the development of service reviews that support senior management in the development and implementation of strategies and policies and leading on turning them into action
- Create a programme dashboard, which outlines both the projects currently underway and those on the backlog, with their priority according to the overall business objectives
- Lead on integrating data and statistics into service reviews in line with the Council’s key service and improvement priorities
- Coordinate detailed analysis of equalities and demographics data to inform the Council change programmes

**_Skills and experience required of the Programmes and Change Manager:_**
- Programme/Project Management (MSP/PRINCE2/Agile or equivalent)
- Ability to take a strategic overview and develop effective and responsive medium/long term plans
- Ability to manage diverse stakeholders with tact while delivering programmes
- Experience of change management in a large, complex organisation
- Excellent communication skills, including report-writing and presentational skills
- Extensive experience of establishing collaborative relationships and working with services to address challenges
- Excellent knowledge of local government and a high level of awareness of the local, regional and national policy context
