Job summary

Anopportunity has arisen to take on an exciting role within our SNEE ICB Children and Young Person's Team supporting the delivery of theCYP programmes. We are looking for an exceptional candidate that has thepassion and commitment to join the team and support the delivery of our visionacross the system focusing and supporting a number of assigned projects withinthe ICB.

In order todeliver this vision and fulfil values we need a workforce who will directlycontribute to the CYP System, who will lead by example, listen and be resilientand confident whilst striving to improve the services for the population of theICB.

The role ispivotal to supporting the Delivery and Commissioning functions for the ICB. Weare looking for candidates with excellent communication skills and previousexperience in commissioning healthcare services would be ideal. The successfulcandidate will contribute to the development of a culture of bold innovation.They will work with partners and providers to ensure a dynamic and responsivehealth economy.

This post will primarilyfocus on the delivery of change for mental health services for children andyoung people, specifically the implementation of a new crisis model as well asworking with system partners around wider mental health transformation.

Main duties of the job

To ensure that any new systems or processes put in place result in an improved patient experience and easier access for patients with more certainty about when they will be assessed and/or treated within the Health Economy.

This will necessitate:

Planning and organising the necessary details to ensure the successful completion of projects within Service Transformation

Using the feedback loop making adjustments to plans and initiatives

Researching the information needed for project development

Liaising with stakeholders, developing protocols, deciding how to roll out projects and organising appropriate training and workshops

Proposing changes to projects that may impact across the ICS

Using IT applications to create reports and maintain project information.

To ensure that service Transformation fits in and complements other service improvement initiatives.

To evaluate and interpret NHS England initiatives and communicate these to a wide range of staff, patients, carers, contractors and external stakeholders, this may include communicating contentious and sensitive information to the audience.

About us

The NHS Suffolk and North-East Essex Integrated Care Board(ICB) plans and buys healthcare services for our population. This function iscommonly referred to as commissioning. To do this, we work within a budget of around£ billion, which is set by NHS England, and work closely with localgovernment and the NHS providers in our area. Our performance is judged by howwell our local health and care system as a whole is working, including thehealth outcomes of our communities. The ICB has delegated some authority to the threehealth and wellbeing alliances that operate in Suffolk and North-East Essex toact on its behalf. Job responsibilities

The postholder will work as part of an integrated transformation team alongside system colleagues to drive forward the implementation of the CYP transformation programme. The role will oversee a diverse suite of projects but will primarily focus on the programme of work for CYP mental health services across the ICB.

The postholder will continue to embed existing transformation projects already underway as well as develop new plans with the system partners.

Provide project leadership for specified service Transformation projects for the CYP.

Through excellent project management ensure that service Transformation programmes of work within the CYP are well organised, disciplined and deliver on time.

To work closely and supportively with the relevant Deputy Director of Transformation/Clinical Strategy and wider team members across other parts of the ICS.

To drive and contribute to innovation work supportively with other service Transformation staff.

Ensure that projects are delivered utilising change management theory, ensuring the ability to rapidly deliver and implement change.

Promote close and constructive working relationships with the shared ICS functions.

Network and Benchmarking to adopt national and regional best practices within commissioning and new service developments.

Aligned working with ICB colleagues and local authorities where appropriate for specific service developments.

Qualifications

Essential

Educated to masters level or equivalent level of experience of working at a senior level in specialist area. Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent Evidence of post qualifying and continuing professional development.

Knowledge of the practical application principles of change management and workforce Transformation. Specialist knowledge across range of procedures, underpinned by theory. Specialist knowledge and evidence of the use of project management. Knowledge of NHS strategy, policy and guidance and of associated policy. Understanding of the current social and political environment. Good understanding of Clinical and Corporate Governance issues.

Knowledge and practical application of influencing styles: leadership and change management theory.

Experience

Essential

Experience in working at a senior management level on service development for a specialist area including developing and implementing policy for that area. Experience in proposing and leading change in conjunction with working groups which have wider implications/develops sector wide performance, service policy. Proven record of leading and managing complex project initiatives, including effectively launching new initiatives in a fast moving and high pressure environment. Evidence of partnership working and the ability to develop sustainable relationships with key bodies and individuals. Ability to provide and receive, convey and present highly complex, sensitive and/or contentious information to large groups, responding openly to questions to ensure full understanding and engagement Experience of management of small to medium teams delivering change. Evidence of line management responsibility. Proven track record in persuading project boards and staff of the importance of complex projects including negotiating and motivating others project delivery, including linking in with other initiatives. Experience in communicating very sensitive information about performance and change; makes complex formal presentations to large groups. Ability to demonstrate track record of analysing and interpreting complex facts and information and presenting information to health professionals. Experience of using a range of change management tools. A comprehensive knowledge and working knowledge of the NHS change model.

Experience of effectively Transformationing and implementing roles and clinical pathways. Able to demonstrate capability in using a number of Transformation tools and techniques. Experience of service level agreement or contract management. Ability to analyse and interpret complex information and to make judgements where there are conflicting views on the project and there is a need to make decisions on complex issues. Ability to disseminate complex information appropriately and to share knowledge and experience with other members of the team. Change management and negotiation skills. Excellent organisational skills including the ability to work with simultaneous deadlines, manage an emergent and wide-ranging agenda and take on new areas of work. Excellent communication skills including the ability to persuade, influence and motivate others. Demonstrated ability to formally present to various audiences Ability to organise and evaluate data and audit own work area. Ability to analyse and interpret in depth health information to ensure the effectiveness of initiatives and programmes and to construct correspondence and reports, demonstrating high levels of accuracy and presentation. Computer literate; experience of Microsoft Word PowerPoint and Excel to at least intermediate level, including ability to develop and manipulate spreadsheets. Ability to use IT software to effectively collect and analyse data and to present / create reports / presentations it in a meaningful way.
