About the Role

The NHS Suffolk and North East Essex ICB is seeking a highly skilled Transformation Programme Manager to join our team. As a key member of our Transformation Programme, you will play a crucial role in driving forward the implementation of our CYP transformation programme.

Key Responsibilities
  • Provide project leadership for specified service Transformation projects for the CYP.
  • Through excellent project management, ensure that service Transformation programmes of work within the CYP are well organised, disciplined, and deliver on time.
  • Work closely and supportively with the relevant Deputy Director of Transformation/Clinical Strategy and wider team members across other parts of the ICS.
  • Drive and contribute to innovation work supportively with other service Transformation staff.
  • Ensure that projects are delivered utilising change management theory, ensuring the ability to rapidly deliver and implement change.
  • Promote close and constructive working relationships with the shared ICS functions.
  • Network and Benchmarking to adopt national and regional best practices within commissioning and new service developments.
  • Aligned working with ICB colleagues and local authorities where appropriate for specific service developments.
Person Specification

Qualifications

  • Master's degree or equivalent level of experience of working at a senior level in a specialist area.
  • Extensive knowledge of specialist areas, acquired through postgraduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent.
  • Evidence of post-qualifying and continuing professional development.

Knowledge

  • Knowledge of the practical application principles of change management and workforce Transformation.
  • Specialist knowledge across a range of procedures, underpinned by theory.
  • Specialist knowledge and evidence of the use of project management.
  • Knowledge of NHS strategy, policy, and guidance and of associated policy.
  • Understanding of the current social and political environment.
  • Good understanding of Clinical and Corporate Governance issues.

Desirable

  • Knowledge and practical application of influencing styles: leadership and change management theory.

Experience

  • Experience in working at a senior management level on service development for a specialist area, including developing and implementing policy for that area.
  • Experience in proposing and leading change in conjunction with working groups that have wider implications/develops sector-wide performance, service policy.
  • Proven record of leading and managing complex project initiatives, including effectively launching new initiatives in a fast-moving and high-pressure environment.
  • Evidence of partnership working and the ability to develop sustainable relationships with key bodies and individuals.
  • Ability to provide and receive, convey and present highly complex, sensitive, and/or contentious information to large groups, responding openly to questions to ensure full understanding and engagement.
  • Experience of management of small to medium teams delivering change. Evidence of line management responsibility.
  • Proven track record in persuading project boards and staff of the importance of complex projects, including negotiating and motivating others project delivery, including linking in with other initiatives.
  • Experience in communicating very sensitive information about performance and change; makes complex formal presentations to large groups.
  • Ability to demonstrate track record of analysing and interpreting complex facts and information and presenting information to health professionals.
  • Experience of using a range of change management tools.
  • A comprehensive knowledge and working knowledge of the NHS change model.

Skills

  • Experience of effectively Transformationing and implementing roles and clinical pathways.
  • Able to demonstrate capability in using a number of Transformation tools and techniques.
  • Experience of service level agreement or contract management.
  • Ability to analyse and interpret complex information and to make judgements where there are conflicting views on the project and there is a need to make decisions on complex issues.
  • Ability to disseminate complex information appropriately and to share knowledge and experience with other members of the team.
  • Change management and negotiation skills.
  • Excellent organisational skills, including the ability to work with simultaneous deadlines, manage an emergent and wide-ranging agenda, and take on new areas of work.
  • Excellent communication skills, including the ability to persuade, influence, and motivate others.
  • Demonstrated ability to formally present to various audiences.
  • Ability to organise and evaluate data and audit own work area.
  • Ability to analyse and interpret in-depth health information to ensure the effectiveness of initiatives and programmes and to construct correspondence and reports, demonstrating high levels of accuracy and presentation.
  • Computer literate; experience of Microsoft Word, PowerPoint, and Excel to at least intermediate level, including ability to develop and manipulate spreadsheets.
  • Ability to use IT software to effectively collect and analyse data and to present/create reports/presentations in a meaningful way.
