We’re looking for a Programme Office Team Leader to join our team within the Customer, Strategy and Communications Directorate, to lead a team through innovation, people development and performance management. This role will also manage and coordinate the delivery of projects, work streams, services, and other operations, ensuring a consistent planning and delivery approach.

This is a broad role with many varied activities to be involved in, improve or kick-start, including supporting capability development, workforce planning, assurance processes, and reporting, and putting programmes in place to encourage engagement and collaboration.

**What you’ll be leading on**
- Contribute to the leadership and management of the team, taking responsibility for the development and delivery of activities in line with the business plan and supporting the Executive Director and Leadership Team in setting overall strategy and direction.
- Manage capability development and workforce planning, budgets and efficiency targets, working with recruitment, finance, procurement and other functions. Implement appropriate processes to ensure the effective planning and control of activities, the identification and mitigation of risks and management of performance.
- Ensure that appropriate governance and assurance frameworks are in place, and monitor and manage compliance with these, to ensure the successful management of programmes and projects within the Directorate and to ensure compliance with corporate policies and standards.
- Develop and contribute to engagement activities, keeping staff informed, delivering effective communications and enabling connection and collaboration across the Directorate.
- Support the Directorate in the development of strategies, business objectives, and management plan, to ensure their timely creation, documentation, and communication, building effective relationships with a wide range of internal customers and providing guidance and advice.

**To be successful you’ll need**
- Experience and good understanding of programme delivery, performance management and people development.
- Proven experience in leading and developing diverse customer facing team in a fast moving and rapidly changing organisation with a similar government background.
- Ability to build trusted relationships with a range of stakeholders, with evidence of successful engagement and influencing both internal clients and key stakeholders.
- Good knowledge of the sector, its legislations, and implications, as well as an understanding of the business strategy and needs.
- Evidence of working with a structured approach to support the delivery of complex and/or high-risk projects and/or high-profile services.

We are the focal point within National Highways responsible for providing the corporate strategic planning function for the organisation. We deliver critical analytical support, provide strategic direction for our customer service imperative, partner with colleagues across the business to devise and deliver communications activities, and we shape, lead and drive the overall transformation of National Highways.
