Your new role

National Highways have an exciting opportunity for a Programme Manager to join our team. You will be responsible for programme managing the delivery, and enabling others to maintain the momentum, of a complex and dynamic programme of road safety relatedwork.

You will have a strong planning ethos, and demonstrable project and programme management experience, with an ability to balance and prioritise competing demands to ensure the road safety team can deliver on its commitments.

You will be experienced at designing and establishing complex projects, including working with internal and external stakeholders to enable progress and impact.

You will be an engaging and motivating leader who seeks to get the best out of the team, with an ability to provide clear but inclusive direction, and be willing to think differently.

What you’ll be leading on

Responsible for managing the plan, under the direction of the Head of Programme, taking into consideration wider stakeholder needs and the long-term strategic aims of National Highways.
Develop and maintain strong collaborative relationships with numerous teams across all National Highways directorates and other key internal stakeholders. Work closely with external stakeholders at all levels, including the Department for Transport, Officeof Rail and Road, Transport Focus, suppliers and other third parties.
Make reliable and informed recommendations to the senior leadership and Executive members - on which they can confidently base their decisions.
Assure programme and project plans, to ensure that all activities are appropriately organized to deliver project objectives, are appropriately resourced to deliver the required outcomes. Produce timely and accurate reports, and creating and maintaining specifiedrecords
Manage the performance of delivery teams, holding project teams to account, ensuring that project objectives and requirements are clearly understood, setting clear expectations for time and cost; and identifying appropriate remedial action where necessary.
Lead the identification and evaluation of risks, issues, dependencies and constraints associated with the programme, escalating where appropriate. Proactively, develop, agree and implement solutions to overcome these.
Responsible for making day to day tactical decisions. The role identifies major issues and is responsible for resolving them as well as making a judgement about when it is appropriate to escalate them.
To be successful

Track record of managing teams to successfully develop and deliver complex, medium/high risk or high-profile projects and programmes in a challenging stakeholder and politically nuanced environment.
Experience of managing complex relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes.
Experience of managing and maintaining agreed project plans and detailed stage plans in conjunction with delivery partners
Strong collaborator, to gain the involvement and engagement of a wide range of senior stakeholders, technical specialists and delivery colleagues across the organisation.
Excellent communicator, to clarify and ensure understanding of programme strategies and solutions
Strong analytical skills, to develop, analyse and provide commentary on project/programme plans and performance.
Holds or able to attain a certified accreditation project or programme management qualification at least at IPMA level C: e.g: APMPQ or APM PPQ, MSP Advanced Practitioner, or provide evidence through formal capability assessment to achieve IPMA level C
Professional accreditation: Full Member of APM (MAPM) or appropriate professional body for their specialist field or a willingness and commitment to attain.
Track record of leadership and implementation within multiple team reporting structures within a complex projects environment.
