Job summary Working in an HR Senior Manager role you will be supportingthe Head of HR in the delivery of a high quality HR service to the ICB, advisingon all aspects of workforce performance and employee relations.Youwill take a key role working in partnership with colleagues across the PeopleDirectorate, in driving the People agenda forward throughout the ICB, workingwith managers, staff side representatives, staff and other partners in ensuringthat the ICB is an employer of choice and the best place to work through thedevelopment of interventions to address the management and leadership agendawithin the ICB, promoting cultural change.
Main duties of the job Dutieswill also include -Themanagement and oversight of investigations into complex employment issues suchas bullying and harassment cases, disciplinary issues, capability andgrievances.Leadon the development and trust wide implementation of local and national policiesand procedures.To succeed you will need to have demonstrable customerfocus, experience of leading on change management and expertise in operationalhuman resources and how this intrinsically links to the organisational culture.Innovative in your approach, you will understand how HR adds value, willdevelop effective solutions and fully engage with senior leaders and otherstakeholders to support the delivery of our People agenda.

Person Specification Qualifications Essential Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent.
Evidence of post qualifying and continuing professional development.
Must understand the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
Should have an appreciation of the relationship between the NHS England, provider, and commissioning organisations.
Member of Chartered Institute of Personnel and Development.
Other Essential Must be able to use initiative to decide relevant actions and make recommendations to Sponsor/ Manager, with the aim of improving deliverables and compliance to policies.
Ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales.
Adaptability, flexibility, and ability to cope with uncertainty and change.
Willing to engage with and learn from peers, other professionals, and colleagues in the desire to provide or support the most appropriate interventions.

Experience Essential Experience of managing a complex and high risk employee relations case load including sickness absence management, disciplinary, grievance and bullying and harassment cases for a range of staff groups and supporting case at Employment Tribunals.
Experience of identifying and interpreting National policy and employment legislation.
Experience of researching best practice (globally, private, and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation).
Must be able to prioritise own work effectively and be able to direct activities of others.
Experience of managing and motivating a team and reviewing performance of the individuals.
Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects.
Skills and Capabilities Essential Must be able to provide and receive highly complex, sensitive, or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
Negotiate on difficult and controversial issues including performance and change.

Ability to analyse complex facts and situations and develop a range of options.
