About the Role

The London Borough of Merton is seeking a highly skilled and experienced Public Health Specialist Consultant to join our team.

The successful candidate will provide expert public health advice and leadership to support and inform an evidence-based approach within ethical frameworks for developing high-quality, equitable health and social care services and programs across primary, secondary, and social care, as well as local government, the NHS, the community, and voluntary sectors.

Main Duties and Responsibilities

  1. Provide strategic leadership and expert advice to the Director of Public Health and other stakeholders on public health issues, including health inequalities, disease prevention, and health promotion.
  2. Develop and implement evidence-based strategies and programs to improve the health and wellbeing of the population of Merton, particularly in areas of high deprivation.
  3. Work closely with colleagues in the Community and Housing directorate and the Integrated Care Board (ICB)/local NHS on the future development of the local health and care integration program.
  4. Lead and manage various programs of work focused on health improvement and reducing inequalities for children and young people, people in need of sexual health services, and programs relating to Place.
  5. Develop, implement, and evaluate joint pathways, service models, and commissioning approaches with London Borough of Merton and NHS colleagues, focusing on preventative and holistic care.
  6. Support the development and utilization of information and intelligence systems to underpin public health action across disciplines, Council departments, and organizations.

Requirements and Qualifications

  1. Membership in the GMC Specialist Register/GDC Specialist List/UK Voluntary Register (UKPHR) for Public Health Specialists.
  2. Equivalent training and/or experience of public health medicine practice for those not yet on the GMC Specialist Register/GDC Specialist List in a specialty other than public health medicine/dental public health.
  3. Public health specialist registrar and specialist trainee applicants who are not yet on the GMC Specialist Register/GDC Specialist List in dental public health/UKPHR must provide verifiable signed documentary evidence that they are within 6 months of gaining entry at the date of interview; all other applicants must provide verifiable signed documentary evidence that they have applied for inclusion in the GMC/GDC/UKPHR specialist registers.
  4. Applicants must meet minimum CPD requirements (be up to date) in accordance with Faculty of Public Health requirements or other recognized body.
  5. MFPH by examination, by exemption, or by assessment.
  6. Masters in Public Health or equivalent qualifications and experience.

Desirable Skills and Experience

  1. Leadership in complex systems, preferably local government, health & care, or similar.
  2. Project management.
  3. Staff management and training.
  4. Practical experience in facilitating change, including delivery of successful change management programs across organizational boundaries.
  5. Budget management.
  6. Training and mentoring.
  7. Experience of using complex information to explain public health issues to a range of audiences.
  8. Understanding and presenting scientific reports at conferences, facilitation of workshops and seminars, etc.
  9. Media experience, understanding effective health behavior or health promotion messages, as well as common pitfalls.

Working Arrangements

The postholder will be managerially and professionally accountable to the Director of Public Health. The Public Health Team is part of the Directorate of Adult Social Care, Integrated Care, and Public Health but has strong working relationships across the whole council and with the ICB.

The current post has direct line management of the Head of Public Health Services, a Health Improvement Officer (Healthy Places), and the specialist trainees. Arrangements might change according to context.
