Job Summary

The North West London Clinical Lead for Clinical Effectiveness has a critical role within the Integrated Care System. The post holder will lead a systematic evidence-based approach to quality improvement across North West London, to help to improve health outcomes for local residents across the entire Integrated Care System (ICS).

The programme will bring population health management and learning together, to form the basis for personal, organisational and system development, and continuous improvement in outcomes.

The Head of Clinical Effectiveness will work with clinical colleagues to lead the NW London Clinical Effectiveness programme and will be responsible for overall management of the programme.

The post holder will own the development, implementation and delivery of the programme, which will embed systematic improvement processes across NW London, work with Places, Federations and PCNs to support GP practices, help to build a successful ICS and improve health outcomes for residents across NW London.

Main Duties of the Job

This role requires strong, strategic leadership skills, critical reasoning, and numeracy, with the experience of stewardship of significant public funds, good governance and delivering impactful public outcomes.

About the Role

The Head of Clinical Effectiveness will be responsible for leading the NW London Clinical Effectiveness programme, which aims to improve health outcomes for local residents across the entire Integrated Care System (ICS). The post holder will work with clinical colleagues to develop and deliver the programme, ensuring it positively impacts GP practices, Primary Care Networks and patient outcomes, and mobilises a NWL-wide quality improvement approach that supports the Integrated Care System.

The Head of Clinical Effectiveness will oversee programme management, using agreed, evidence-based quality improvement approaches to deliver an effective service. They will lead efforts to ensure NWL CE has clear system and place priorities, work with clinical leads and the NWL CE Steering Group to prioritise initiatives and determine the CE's improvement projects.

The Head of Clinical Effectiveness will work with primary care commissioners to ensure alignment of contractual incentives to support practices implement quality improvement approaches. They will ensure strategic and annual service plans are developed and contribute to the development of the ICS strategic plans. They will also ensure annual objectives are agreed, which support the achievement of the strategic plans.

The Head of Clinical Effectiveness will prepare robust full business cases to develop or sustain services in line with the strategic direction of the developing ICS. They will establish strong relationships within and external to the ICS and develop interpersonal, communication and negotiation skills in order to effectively engage a wide range of internal and external stakeholders, at national, London, ICS and provider levels, in order to facilitate the achievement of the NWL ICS strategic priorities and to deliver improvements in clinical effectiveness.

The Head of Clinical Effectiveness will engage a wide range of internal and external stakeholders to facilitate the successful development and delivery of the NWL CE service. They will ensure CE priorities and other key information is well-communicated to primary care ICS stakeholders. They will provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders across multiple organisations on difficult and controversial issues. They will coordinate regular updates to the NWL CE Steering Group. They will be the accountable lead - and point of escalation - for ICS partners. They will manage day-to-day relationships across the system, alongside NWL and local clinical leads. They will negotiate and manage partnership arrangements (e.g. affiliation with Imperial College Health Partnership). They will decide on the line management structure of the team. They will be responsible for the overall budget for the NWL CE service: accountable for delivering within the agreed financial envelope.

Key Responsibilities

The Head of Clinical Effectiveness will hold overall responsibility for staff management and leadership of non-clinical roles within the NWL CE programme. They will be directly responsible for line management of analysts, clinical system specialists and facilitators. They will be responsible for the day-to-day management of staff including work allocation, performance/attendance issues, participating in recruitment appraisal and development. They will work with clinical and operational staff to deliver specific service outputs, reviewing and monitoring work as required. They will interpret and locally lead the implementation of national policy for Health and Care. They will provide leadership and expertise in the delivery of the key deliverables in the NHS Long Term Plan. They will be responsible for ensuring appropriate policies and guidelines for the NWL CE programme are designed, implemented and regularly reviewed and updated. They will be responsible for strategic analysis of NWL CE programme and will be accountable for the development of strategies to ensure its successful mobilisation and continued delivery into 2024/25 and beyond. They will manage and oversee NWL-wide clinical effectiveness projects. They will use strong project and programme management approaches including project planning, development of Project Initiation Documents, set up and maintenance of risk and issue logs, highlight reporting. They will be responsible for identifying, raising risks and implementing mitigations and controls within the CE service, and ensuring that these are overseen by the NWL CE steering group. They will ensure services are developed and provided in a way that provides equal access and care for all our residents.
