About the Role

The North West London Clinical Lead for Clinical Effectiveness has a critical role within the Integrated Care System. The post holder will lead a systematic evidence-based approach to quality improvement across North West London, to help to improve health outcomes for local residents across the entire Integrated Care System (ICS).

Building on successful models already established in North West London boroughs and elsewhere, the programme will bring population health management and learning together, to form the basis for personal, organisational and system development, and continuous improvement in outcomes.

The post holder will own the development, implementation and delivery of the programme, which will embed systematic improvement processes across NW London, work with Places, Federations and PCNs to support GP practices, help to build a successful ICS and improve health outcomes for residents across NW London.

About us

NHS NWL ICB is a statutory body responsible for planning and allocating health and care resources to improve the lives of people in eight boroughs across North West London:

The local population is large and diverse, with a wide range of health and care needs that are evolving all the time. Working with our partners including Councils, NHS provider Trusts, GPs and voluntary and community organisations, we plan and allocate NHS resources to deliver a wide range of services including urgent and emergency care, mental health, primary care, elective hospital services and community care.

Key Responsibilities
  • Work alongside clinical leaders to develop and deliver the NWL CE programme, ensuring it positively impacts GP practices, Primary Care Networks and patient outcomes, and mobilises a NWL-wide quality improvement approach that supports the Integrated Care System.
  • Oversee programme management, using agreed, evidence-based quality improvement approaches to deliver an effective service.
  • Work with primary care commissioners to ensure alignment of contractual incentives to support practices implement quality improvement approaches.
  • Manage day-to-day relationships across the system, alongside NWL and local clinical leads.
  • Decide on the line management structure of the team.

Financial and Physical Resources

Responsibility for the overall budget for the NWL CE service: accountable for delivering within the agreed financial envelope.

Staff Management and Leadership

  • The post holder will hold overall responsibility for staff management and leadership of non-clinical roles within the NWL CE programme.
  • They will be directly responsible for line management of analysts, clinical system specialists and facilitators.
  • Responsible for the day-to-day management of staff including work allocation, performance/attendance issues, participating in recruitment appraisal and development.
  • Work with clinical and operational staff to deliver specific service outputs, reviewing and monitoring work as required.

Policy and Service Development

  • The postholder will be expected to interpret and locally lead the implementation of national policy for Health and Care.
  • The post holder will provide leadership and expertise in the delivery of the key deliverables in the NHS Long Term Plan.
  • Responsible for ensuring appropriate policies and guidelines for the NWL CE programme are designed, implemented and regularly reviewed and updated.

Analytical and Judgement Skills

  • The post holder will be responsible for strategic analysis of NWL CE programme and will be accountable for the development of strategies to ensure its successful mobilisation and continued delivery into 2024/25 and beyond.
  • Accountable for delivery of high-quality data insights and analysis, which will shape the priorities of the NWL CE programme and influence patient outcomes across NWL.
  • Responsible for analysing performance of clinical effectiveness across NWL in relation to performance targets, strategic objectives.

Information management/resources including any databases used / IM&T responsibilities

  • Responsible for the development, management and maintenance of systems and framework within clinical effectiveness across the organisation.
  • Partners with the ICB to ensure that information management needs are met in order to enable effective planning and monitoring of quality.
  • Responsible for the design, development and implementation of information systems within the clinical effectiveness area across NWL, alongside the Primary Care IT Support directorate.

Project Management

  • Manage and oversee NWL-wide clinical effectiveness projects.
  • Strong project and programme management approaches including project planning, development of Project Initiation Documents, set up and maintenance of risk and issue logs, highlight reporting.
  • Facilitate and drive the work of the NWL CE function using programme management and improvement methodology.
  • Strong influencing skills to support and enable the multi-professional cross-system work of project teams.
  • Responsible for identifying, raising risks and implementing mitigations and controls within the CE service, and ensuring that these are overseen by the NWL CE steering group.

Autonomy/Freedom to act

  • To provide overall senior management support to the NWL CE programme, taking responsibility for day-to-day operations.
  • Use data and information to actively review and monitor the impact of services and decisions on our diverse population, taking action where necessary to ensure greater equality of impact.
  • Ensure Equality Health Impact Assessments (EHIA) are proactively undertaken for all service developments.
