PURPOSE AND FUNCTION OF THE POST:
The post holder will manage several complex and ambitious strategic projects aimed at improving the Borough, its City, Towns, and Villages. They will ensure alignment between these projects and the Council's Corporate Plan priorities. The role focuses on collaborative work with external funders, identifying new funding opportunities, managing governance processes, and overseeing redevelopment projects either solely by the Council or in partnership with other entities.
SERVICE UNIT RESPONSIBILITIES:
Manage the effective planning, delivery, and evaluation of designated regeneration projects and programmes aligned to the Council's strategic priorities and objectives. Identify, apply for, and manage external funding opportunities, and establish processes to optimize funding across various strategic projects aligned to the Council's Corporate Plan. Lead and manage the development of business cases, project plans, and processes to meet project aims and ensure legislative compliance. Ensure programmes of work from the City / Town Masterplans and Village Plans with strategic value are completed in alignment with Council and funder priorities. Prepare reports for senior management, committee, and Council as needed. Lead or represent the Council in internal and external working groups, meetings, and conferences. Provide management support within the Service Unit when necessary.
GENERIC SERVICE UNIT MANAGER RESPONSIBILITIES:
Collaborate with the Head of Service and work independently to develop and implement Service Plans and other relevant policies in support of the Council's Corporate Plan. Develop robust plans for submission to relevant funding bodies. Manage and review team performance, fostering skills and knowledge development. Maximize team performance, including through effective performance management. Ensure the effective management of financial and physical resources, including budgets. Ensure compliance with Council policies and procedures, including health, safety, wellbeing, and safeguarding. Promote equality and diversity through leadership, policy implementation, and demonstrating appropriate behaviors. Conduct regular inspections across the service unit's projects and procedures. Collaborate or work independently to procure legal services when required. Work toward achieving or retaining quality standards and strive for continuous improvement. Meet governance obligations, including legal, audit, procurement, and financial regulations. Implement the agreed communication methodology for the service unit. Develop, measure, monitor, and review service unit performance indicators to ensure continuous improvement. Provide information as required by the Head of Service. Be available out of hours as necessary as part of the emergency planning response team. Ensure compliance with Council's contracting, tendering, and quotation systems/procedures, and ensure effective contract management. Review and update the service unit risk register. Assist in preparing annual estimates of capital/revenue expenditure and income within the service unit. Undertake investigations as an investigating officer when requested by Employee Relations. Carry out all specified and relevant duties to the highest professional standards, protecting the reputation and ensuring the integrity of the Council at all times.
PERSON SPECIFICATION:
Qualifications (Essential):
Bachelor's Degree or equivalent (Level 6 qualification) in a relevant subject area (e.g., Economic/Business/Regeneration Development, or Leadership). If a degree is not held, three years' experience as outlined below.

Additional relevant professional qualifications.
Experience (Essential):
One year of experience in:
Project Management / Programme Delivery.
Undertaking community / stakeholder consultation.
Working with central government departments on implementing funded programmes.
Completing funding applications, securing funding, and knowledge of governance and legislative procedures.
Public sector governance, accountability, audit procedures, or partnership work within local government.
Experience (Desirable):
Developing and administering externally funded programmes.
Knowledge, Skills & Abilities:
Ability to effectively manage a multidisciplinary team.
Ability to prioritize and manage conflicting work demands.
Competence in using Microsoft applications.
Excellent communication and leadership skills.
