Job Title: Strategic Development Officer

Ards and North Down Borough Council is seeking a highly skilled and experienced Strategic Development Officer to join our team.

Key Responsibilities:

  • Support the Strategic Development Manager in managing designated regeneration and place-making projects and programmes aligned with the Council's strategic priorities.
  • Assist in identifying and developing strategic regeneration opportunities and potential projects across the Borough.
  • Lead programmes of work from the City/Town Masterplans and Village Plans that are strategically valuable.
  • Collaborate with rural and urban stakeholders to develop strategic regeneration and place-making projects for funding applications or investment.
  • Assist in identifying and applying for external funding and investment opportunities, and establish processes to optimize funding for strategic projects.
  • Ensure external funding and resources are used in accordance with governance requirements throughout project implementation.
  • Develop and manage public and stakeholder consultation and engagement activities.
  • Represent the Council in various stakeholder groups and prepare reports on meetings.
  • Assist in the preparation and monitoring of the Regeneration section budgets and Service Plan.
  • Analyze and present data on the city, towns, and villages within the Borough to support effective decision-making and investment decisions.
  • Prepare reports, conduct research, manage data collation, and revise information as needed.

Requirements:

  • Relevant Level 5 qualification in subjects like Business, Regeneration, Economic Development, Project Management, or Leadership.
  • Minimum of three years relevant professional experience in at least four of the following areas: Project management, including governance, risk management, project performance, and evaluation.
  • Managing effective relationships with internal and external stakeholders.
  • Managing capital and/or revenue budgets, including tracking expenditure, managing variances, forecasting, and reporting.
  • Undertaking public sector procurement.
  • Delivering funded programmes under a Contract for Funding/Letter of Offer.
  • Applying for and securing funding or investment to deliver projects in areas like Regeneration, Capital, Development, Community Planning, or Economic Development.
  • Reporting and auditing functions.
