Principal Strategy and Performance Manager

Reference number: 363351

Salary: £51,626 - £58,506

Contract type: Permanent

Working pattern: Flexible working, Full-time, Job share, Part-time

Overview

The Principal Strategy and Performance Manager plays a pivotal role in advancing our mission to safeguard and enhance the environment, ensuring accountability among government and public entities.

This position offers a remarkable opportunity to spearhead essential initiatives that are central to the Office for Environmental Protection's (OEP) effectiveness and growth. You will collaborate closely with our Board and Executive Committee on critical issues that shape the OEP's direction.

We seek an individual who can comprehend complex contexts and analyze data to provide meaningful insights into strategic and performance-related matters. Building trusted relationships at all organizational levels is essential, as is the ability to communicate information clearly and confidently to senior leaders while constructively challenging them based on evidence and insights.

This role is a senior position within our Business Strategy and Planning team, which is integral to the OEP's operations. Our compact team ensures that the OEP functions efficiently and effectively, with our work being well-defined, understood, and strategically aligned. We support planning, strategy, governance, project management, program oversight, and risk management while also providing organizational support.

The OEP's mission was established by the Environment Act 2021, which mandates us to hold government and public bodies accountable. We achieve this through various means, including reporting on environmental target progress, advising on legislative changes, and addressing public complaints that may lead to enforcement actions.

With a workforce of just over 70, we are a dynamic, welcoming, and adaptable organization that addresses environmental issues across England, Northern Ireland, and matters reserved for the UK government. We provide flexible working arrangements, including part-time and job-sharing options, engaging work, and the opportunity to contribute to environmental improvements.

Role Responsibilities

The Principal Strategy and Performance Manager is a key position with significant potential to influence our organization's success.

You will lead efforts to assess how we execute our strategies and plans, determining our achievements and guiding necessary actions. Acting as an internal advisor to our Executive Committee and Board, you will ensure adherence to our mission, strategy, and objectives.

Your responsibilities will include:

  • Enhancing our strategic management information and ensuring its accurate interpretation for the Executive Committee and Board.
  • Providing clear insights and recommendations based on performance data.
  • Developing and implementing our program management approach, including monitoring and reporting on delivery.
  • Prioritizing our work program to maximize resource efficiency.
  • Managing our risk framework, supporting strategic risk management across the organization.
  • Designing and executing evaluation projects to measure our impact.
  • Establishing our performance framework and indicators.
  • Reporting performance to stakeholders, including government and the public.

You will also play a crucial role in our organizational business and resource planning, ensuring alignment with our strategic goals:

  • Collaborating with the Executive Committee and Board to develop our organizational business plan.
  • Supporting resource allocation within government planning processes.
  • Contributing to the development of the OEP's corporate plan.

Leading our small project management team, you will ensure effective project management practices are integrated across all OEP activities, delivering on time, within budget, and to scope.

Additionally, you will assist the Head of Business Strategy and Planning in shaping and executing the OEP's corporate strategy:

  • Supporting the development and review of the OEP's strategy.
  • Leading projects that address key strategic issues.
  • Promoting understanding of the OEP strategy among colleagues and stakeholders.

The work of the Business Strategy and Planning team is both challenging and rewarding, central to the OEP's mission of environmental protection and improvement. The role holder will work flexibly across the team and the wider OEP to meet evolving organizational priorities and may act on behalf of the Head of Business Strategy and Planning as needed.

Benefits

In addition to a competitive salary of £51,626, the Office for Environmental Protection contributes towards your membership in the Civil Service Defined Benefit Pension scheme.

Leave and Flexible Working

The OEP offers 25 days of annual leave, increasing to 30 days after five years of service. Additional paid leave is available for various circumstances, including family-related leave and volunteering days. We also provide generous maternity and parental leave policies.

We support flexible working arrangements, allowing for variations in working hours to meet business needs.

Staff Wellbeing

Employee wellbeing is a priority at the OEP, with access to resources such as:

  • Employee Assistance Programme (EAP) for confidential support.
  • Occupational Health Services for workplace-related support.
  • Mental Health First Aiders and resources.
  • Access to mindfulness and meditation resources.
  • Financial wellbeing support.

This role is based in Worcester, with a blended working model supporting both office and home working as needed.

Employees are expected to attend the office for a minimum percentage of their working hours, with specific arrangements for those based in Northern Ireland.
