Principal Strategy and Performance Manager

Reference Number: 363351

Salary: £51,626 - £58,506

Contract Type: Permanent

Working Pattern: Flexible working, Full-time, Job share, Part-time

Position Overview

The Principal Strategy and Performance Manager plays a vital role in advancing our mission to safeguard and enhance the environment, ensuring accountability from government and public authorities.

This position offers an exceptional opportunity to spearhead significant initiatives that are crucial to the OEP's operational success and future growth. You will collaborate closely with our Board and Executive Committee on pivotal matters affecting the organization.

We seek an individual who can comprehend complex contexts and analyze data to provide valuable insights into strategic and performance-related issues. Building trusted relationships at all levels is essential, as is the ability to communicate information clearly and confidently to senior leaders while constructively challenging them based on insights and evidence.

This role is a senior position within our Business Strategy and Planning team, which is integral to the OEP's operations. Our compact team ensures that the OEP functions effectively, with clearly defined, understood, and strategically aligned objectives. We support planning, strategy, governance, project, program, and risk management, in addition to providing organizational support.

The Office for Environmental Protection was established under the Environment Act 2021, tasked with holding the Government and public bodies accountable. Our responsibilities include reporting on progress towards environmental targets, advising on modifications to environmental legislation, and addressing public complaints that may lead to enforcement actions.

With a workforce of just over 70, we are a dynamic, friendly, and adaptable organization operating across England, Northern Ireland, and matters reserved for the UK government. We offer flexible working arrangements, including part-time and job-sharing options, high-profile projects, and the opportunity to make a meaningful impact on environmental improvement.

Key Responsibilities

The Principal Strategy and Performance Manager is a prominent role with the potential to significantly influence our organization's success.

You will lead efforts to assess how we execute our strategy and objectives, and what outcomes we are achieving, guiding necessary actions in response. Acting as an internal advisor to our Executive Committee and Board, you will ensure adherence to our mission and strategic goals.

Your responsibilities will include:

  • Enhancing our program management methodology, including change controls, delivery monitoring, and reporting.
  • Prioritizing our work program to maximize value from available resources.
  • Developing our risk management framework, supporting the Executive Committee and Board in managing strategic risks effectively.
  • Measuring our impact through specific evaluation projects and assisting the Executive Committee and Board in interpreting the results.
  • Establishing our performance metrics and indicators.
  • Reporting our performance to stakeholders, including government and the public, through annual reports and other publications.

You will also play a crucial role in our organizational business and resource planning, ensuring alignment with our strategy and coherence in planning, including:

  • Collaborating with the Executive Committee and Board to formulate our organizational business plan.
  • Supporting resource allocation within government planning processes.
  • Developing the OEP's corporate plan for dissemination.

Leading our small project management team, you will ensure effective project management practices are integrated across all OEP initiatives, ensuring timely, budget-compliant, and scope-aligned delivery of intended outcomes.

Additionally, you will assist the Head of Business Strategy and Planning in crafting and executing the OEP's corporate strategy, which includes:

  • Supporting the development, implementation, and review of the OEP's strategy.
  • Leading projects to evaluate and propose solutions to key strategic issues.
  • Promoting understanding of the OEP strategy among colleagues and key external stakeholders.

The work of the Business Strategy and Planning team is both challenging and rewarding, essential for the OEP's success in environmental protection and enhancement. The role requires agility and flexibility to adapt to changing organizational priorities and may involve deputizing for the Head of Business Strategy and Planning as needed.

Benefits

In addition to a competitive salary of £51,626, the Office for Environmental Protection contributes £13,939 towards membership in the Civil Service Defined Benefit Pension scheme.

Leave and Flexible Working

The OEP provides 25 days of annual leave, increasing to 30 days after five years of service for new entrants. Additional paid leave is available for various situations, including family-related leave, volunteering, and public duties. We also offer generous maternity and parental leave policies.

We support flexible working arrangements, allowing for variations in working hours based on individual needs and business requirements.

  • Employee Assistance Programme (EAP) for confidential support.
  • Occupational Health Services for workplace wellbeing.
  • Mental Health First Aiders and resources.
  • Access to mindfulness and meditation resources.
  • Financial wellbeing support.
  • Free eye tests and contributions for vision correction.
