Principal Strategy and Performance Manager

Reference number: 363351

Salary: £51,626 - £58,506

Contract type: Permanent

Working pattern: Flexible working, Full-time, Job share, Part-time

Position Overview

The Principal Strategy and Performance Manager plays a vital role in advancing our commitment to environmental stewardship, ensuring accountability among governmental and public entities.

This position offers a unique chance to spearhead significant initiatives that are crucial to the operational success of the Office for Environmental Protection (OEP). You will collaborate closely with our Board and Executive Committee on pivotal issues affecting the OEP.

We seek an individual capable of contextual analysis and insightful interpretation of strategic and performance-related data. The ideal candidate will excel in building trusted relationships across all organizational levels, effectively communicating with senior leaders, and constructively challenging them based on data-driven insights.

This senior role is integral to our Business Strategy and Planning team, which is essential to the OEP's overall effectiveness. Our compact team ensures that the OEP operates efficiently, with clearly defined and strategically aligned objectives. This includes supporting governance, project management, program oversight, and risk management, as well as providing executive support.

The OEP was established under the Environment Act 2021, tasked with holding the Government and public bodies accountable. Our responsibilities include monitoring progress towards environmental targets, advising on legislative changes, and addressing public complaints that may lead to enforcement actions.

With a workforce of just over 70, we are a dynamic and flexible organization that addresses environmental issues across England, Northern Ireland, and UK government reserved matters. We offer adaptable working arrangements, including part-time and job-sharing options, along with the opportunity to make a meaningful impact on environmental improvement.

Key Responsibilities

The Principal Strategy and Performance Manager will have a significant influence on the success of our organization.

Your responsibilities will include:

  • Leading initiatives to assess the implementation of our strategic objectives and evaluating our achievements, while recommending actions based on findings.
  • Serving as a critical advisor to the Executive Committee and Board, ensuring alignment with our mission and strategic goals.
  • Enhancing our strategic management information systems and ensuring that the Executive Committee and Board receive timely, accurate, and actionable insights.
  • Overseeing the development and execution of our program management framework, including change controls and performance reporting.
  • Prioritizing our work program to maximize resource efficiency and value.
  • Managing our risk framework, assisting in the oversight of strategic risks, and ensuring effective risk management practices are in place.
  • Designing and implementing evaluation projects to measure our impact and helping the Executive Committee and Board interpret the results.
  • Establishing our performance indicators and reporting outcomes to stakeholders, including government entities and the public.

You will also play a crucial role in our organizational planning and resource allocation, ensuring that our initiatives are coherent, well-structured, and achievable. This includes:

  • Collaborating with the Executive Committee and Board to formulate our organizational business plan.
  • Supporting resource allocation within governmental planning frameworks.
  • Developing the OEP's corporate plan for dissemination.

As a leader of our project management team, you will ensure that effective project management practices are integrated throughout the OEP's operations, enabling us to achieve our objectives within the defined timeframes and budgets.

Additionally, you will assist the Head of Business Strategy and Planning in shaping and executing the OEP's corporate strategy, which includes:

  • Supporting the development, implementation, and review of the OEP's strategic framework.
  • Leading specific projects to address key strategic challenges.
  • Acting as a champion for the OEP's strategy, ensuring clarity and understanding among colleagues and external stakeholders.

The work of the Business Strategy and Planning team is both challenging and rewarding, playing a central role in the OEP's mission to protect and enhance the environment. The role holder will work flexibly across the team and the wider organization to adapt to changing priorities and will serve as a deputy for the Head of Business Strategy and Planning as needed.

Benefits

In addition to a competitive salary of £51,626, the Office for Environmental Protection contributes significantly towards your membership in the Civil Service Defined Benefit Pension scheme.

Leave and Flexible Working

The OEP provides 25 days of annual leave, increasing to 30 days after five years of service for new employees. Additional paid leave is available for various circumstances, including family-related leave and volunteering opportunities. We also offer generous maternity and parental leave policies.

We are committed to flexible working arrangements that accommodate individual needs while meeting business requirements.

Employee Wellbeing

The wellbeing of our staff is a top priority, and we provide access to numerous resources to support employee health and wellness. Current initiatives include:

  • Access to a confidential Employee Assistance Programme (EAP) for personal and work-related support.
  • Occupational Health Services to assist with workplace wellbeing.
  • Access to trained Mental Health First Aiders and mental health resources.
  • Complimentary access to mindfulness and meditation resources.
  • Financial wellbeing support.
  • Free eye tests and contributions towards vision correction if needed for work.

Salary Sacrifice, Discounts, and Benefits

All employees can access an online platform offering discounts and cashback options with various retailers, as well as additional benefits and services.

Location and Office Attendance

This role is based in Worcester, with a blended working model that supports both office and remote work based on business needs. Employees are expected to attend the office for a minimum percentage of their working hours.

For employees based in Northern Ireland, there will be an expectation of occasional travel to Worcester, with travel costs covered by the OEP.
