About the Role

The Charity Commission is seeking a highly experienced and skilled Director of Legal and Accountancy Services to join our team. As a key member of our Executive Leadership Team, you will play a critical role in leading our legal and accountancy services, ensuring that we maintain the highest standards of integrity and professionalism in our regulatory work.

Main Responsibilities

  • Lead and provide an efficient and effective legal advisory service to all stakeholders, including the Board, Chair, and CEO, Directorates, and all Board committees.
  • Drive and enable continuous improvement in the delivery of legal and accountancy services, and encourage innovative solutions to maximize the use of the latest tools and technology.
  • Contribute to the long-term strategic planning of resources and workforce to ensure we have the necessary capabilities to succeed in delivering our 5-year plan.
  • Provide leadership and role modeling across the Commission, maintaining and supporting a positive culture and morale in the legal and accountancy teams and across the Commission.
  • Develop and deliver the legal and accountancy service's strategic and business plans, with and through the legal and accountancy senior management teams (SMTs), ensuring they deliver our strategic outcomes and objectives.
  • Lead both teams of senior leaders (SMTs) to demonstrate positive leadership across the legal teams and more widely in the Commission.
  • Lead both SMTs to develop and encourage their functional legal teams to higher levels of expertise and to fully develop their knowledge management.
  • Ensure that all litigation is proactively and effectively managed, and where appropriate, conduct litigation personally.
  • Personally give high-level legal advice in specific cases to the Board, Chair, and CEO, Directorates, and Board committees.
  • Ensure that the Legal and Accountancy Services operate at optimum value for money levels, that they are accountable for accurate forecasts, and remain within budgetary limits, prioritizing resources to achieve the Commission's strategic and business plans.
  • Ensure that both professional services are aligned with developments in client teams - investigations and inquiries, intelligence and tasking, registration and customer services, and regulatory compliance - proactively supporting new ways of working and business reengineering, including to make best use of digital tools and innovations.
  • Maintain and enhance relationships with the Charity Tribunal and the external legal community; ensure that learning from Tribunal and decision review cases flows back into the business.

Requirements

  • An understanding of the law and practice relating to charities, their social and economic environment, their regulation, and the requirements of public law.
  • Expert professional legal competence enabling successful risk-based intervention in selected complex cases.
  • Strong representative skills in formal legal proceedings where appropriate.
  • Ability to present complex legal arguments to senior staff, Board members, and stakeholders.

Desirable Skills and Experience

  • Influencing legal policy and practice at the highest levels - for example, new legislation, parliamentary consultations, with high-profile stakeholders.
  • Creating positive and innovative team culture driving high standards of performance and productivity.
  • Being part of a senior management team working for the corporate good and delivery of the business plan.

Benefits

The Charity Commission offers a competitive salary of £95,000, plus a contribution of £27,521 towards your membership of the Civil Service Defined Benefit Pension scheme. We also offer a flexible hybrid working policy, where office attendance is combined with homeworking days dependent on role and corporate requirements.
