Job Summary

The NHS Lincolnshire Integrated Care Board is seeking an experienced and motivated individual to join the Finance Directorate as a Purchase to Pay Finance Lead. This role will be responsible for overseeing the purchasing and payments functions, ensuring timely processes and payments while maintaining strong financial governance and stewardship.

Main Responsibilities
  • Financial Services
    • Manage the Purchase to Pay (P2P) function, providing a comprehensive and efficient service that includes raising requisitions, generating and dispatching purchase orders, and making prompt invoice payments.
    • Continuously improve financial systems and processes to ensure good governance, stewardship, controls, and cost-effective use of resources.
    • Review and upload invoice payment files to the ledger.
    • Work with the wider finance team to ensure all contractual monthly payments are made.
    • Review and approve requests for new suppliers and supplier amendments, ensuring accurate information has been provided and all essential data is complete.
    • Carry out supplier checks when our Shared Business Services (SBS) require secondary approval on supplier requests.
  • Reporting
    • Use Business Intelligence reports to calculate payables performance on ISFE metrics, monitoring during the month to identify potential issues early.
    • Provide written reports of monthly ISFE metrics performance, identifying any risks and challenges.
    • Regularly monitor aged payables reports and summarize payables risks and mitigations for monthly reporting.
    • Review weekly P2P housekeeping reports to identify any issues that the team may need to prioritize.
    • Provide timely financial information and advice to key stakeholders, supporting and influencing key decision-making processes within the organization.
  • Staff Management
    • Line manager for staff, including the management of leave and sickness in accordance with ICB policies and procedures.
    • Setting objectives and monitoring how those objectives are being met.
    • Responsible for performance management of staff, including undertaking appraisals in accordance with ICB policy, ensuring staff have up-to-date development plans, and that such plans are actioned appropriately.
    • Provide leadership and guidance to staff where necessary for the performance of their roles.
    • Ensure that staff are working to core competencies, including those associated with mandatory training, which are regularly assessed and appropriate to the service.
  • Annual Accounts
    • Prepare and review working papers to support annual accounts in line with ICB timetable.
    • Complete analytical reviews for Payables and Expenditure, working with the wider finance team to identify and report on annual movements.
    • Review and update Payables walkthrough guidance to be shared with auditors and attend walkthrough meetings as required.
    • Assist the Finance Manager to answer P2P audit queries as required.
  • Ad-Hoc
    • Undertake other work commensurate with the level and seniority of the post.
    • Support the Finance Manager to develop robust plans and strategies that deliver overall NHS and ICB objectives within available resources.
    • Deputise for the Finance Manager to ensure members and officers of the ICB understand and adhere to the financial policies, systems, and processes of the ICB.
    • Produce regular high-quality financial information and intelligence.
    • Adhere to the finance team values and guiding principles, demonstrated through positive behaviors.
    • Read and understand the latest financial guidance.
