Position Overview

The role of social partnership is pivotal in fostering collaboration among government entities, employers, and trade unions to tackle common challenges and seize opportunities, ultimately aimed at enhancing service delivery and outcomes for the citizens of Wales.

The Workforce Partnership Council (WPC) exemplifies this collaborative approach, uniting the Welsh Government, Trade Unions, and public service employers to address shared issues and opportunities within the public service sector.

The successful candidate will join a team of three Senior Policy Managers, each representing one of the key partners - Trade Unions, Employers, and the Welsh Government. This position specifically seeks a Senior Policy Manager with an Employer background to spearhead social partnership initiatives with devolved public services in Wales, oversee the WPC work agenda, and serve as the Secretariat for the WPC.

The WPC Joint Secretariat Team is also responsible for executing the daily operational tasks of the Joint Executive Committee (JEC), which facilitates the work of the WPC in collaboration with representative organizations.

The Social Partnership and Public Procurement (Wales) Act establishes a statutory framework for social partnership, embedding this collaborative approach into civic life. Among its responsibilities, the Act mandates the formation of a statutory Social Partnership Council. The post holder will engage with social partners and stakeholders to aid in the implementation of this legislation and support the integration of the new operational framework and reporting obligations.

Key Responsibilities

The post holder will be tasked with executing specific projects aligned with the WPC’s work agenda, reporting directly to the Head of Social Partnership Engagement. The role will evolve as the work agenda develops.

Main responsibilities include:

  • Providing secretariat support to the tripartite WPC Joint Executive Committee and the Workforce Partnership Council, ensuring efficient operations and the completion of all associated actions.
  • Collaborating with trade union and employer representatives to draft documents and offer strategic insights, utilizing data and analytical skills to produce reports on public sector workforce issues for the JEC and WPC as necessary.
  • Promoting and facilitating the ongoing development of social partnership practices across public service organizations, while maintaining effective relationships with external stakeholders.
  • Assisting the Head of Social Partnership Engagement in the design and execution of initiatives aimed at enhancing public service delivery through the devolved workforce, including communication strategies, engagement events, and workshops.
  • Supporting the expansion of social partnership networks within public sector organizations.
  • Fostering relationships with internal colleagues interested in social partnership activities.
  • Collaborating with social partners and stakeholders to aid in the implementation of the Social Partnership and Public Procurement (Wales) Act, ensuring the new operational framework and reporting requirements are effectively integrated.
  • Drafting and coordinating ministerial briefings, advice, and correspondence.
  • Representing the Social Partnership Division in both internal and external networks, ensuring consistent messaging.
  • Participating in team management and leadership, including direct line management when necessary.
  • Effectively communicating complex issues in an easily understandable manner for stakeholders.
  • Utilizing creative skills to assist in the development of visually engaging communication materials, employing cost-effective strategies.
  • Managing a portfolio of projects within the work agenda while adhering to strict timelines.
