Position Overview

The role of social partnership is pivotal in fostering collaboration among government entities, employers, and trade unions to tackle mutual challenges and seize opportunities, ultimately enhancing service delivery and outcomes for the citizens of Wales.

The Workforce Partnership Council (WPC) exemplifies this collaborative model, uniting the Welsh Government, Trade Unions, and public service employers to address shared issues and enhance the public service workforce in Wales.

This position will be filled by one of three Senior Policy Managers, each representing one of the partner groups - Trade Unions, Employers, and the Welsh Government. The selected candidate will spearhead social partnership engagement with devolved public services in Wales, oversee the WPC work program, and serve as the Secretariat for the WPC. This role specifically seeks a Senior Policy Manager with an Employer background.

The WPC Joint Secretariat Team is also responsible for executing the daily operations of the Joint Executive Committee (JEC), which facilitates the WPC's work in consultation with various representative bodies.

The Social Partnership and Public Procurement (Wales) Act establishes a statutory framework for social partnership, aiming to integrate this collaborative approach into civic life. Among its responsibilities is the formation of a statutory Social Partnership Council. The post holder will collaborate with social partners and stakeholders to support the legislation's implementation and to integrate the new operational framework and reporting obligations.

Key Responsibilities

The successful candidate will be tasked with delivering specific projects aligned with the WPC's work program, reporting directly to the Head of Social Partnership Engagement. The nature of the role will evolve as the work program develops.

Main responsibilities include:

  • Providing secretariat support to the tripartite WPC Joint Executive Committee and the Workforce Partnership Council, ensuring efficient operations and the fulfillment of all associated actions.
  • Collaborating with trade union and employer representatives to draft documents and offer strategic advice, utilizing data, research, and analytical skills to produce papers on public sector workforce issues for the JEC and WPC as needed.
  • Driving and supporting the continuous development of social partnership practices across public service organizations, while maintaining effective relationships with external stakeholders in the public sector.
  • Assisting the Head of Social Partnership Engagement in the planning and execution of projects aimed at enhancing public service delivery through the devolved public service workforce, including communications, briefing activities, and engagement events (both in-person and online).
  • Helping to expand social partnership networks within public sector organizations.
  • Fostering relationships with internal colleagues interested in social partnership initiatives.
  • Working with social partners and stakeholders to facilitate the implementation of the Social Partnership and Public Procurement (Wales) Act and to embed the new operational framework and reporting requirements.
  • Drafting and coordinating ministerial briefings, advice, and correspondence.
  • Representing the Social Partnership Division in internal and external networks, ensuring consistent and clear messaging.
  • Participating in team management and leadership, including direct line management as necessary.
  • Effectively communicating complex issues in an accessible manner for stakeholders.
  • Utilizing strong creative skills to assist in developing visually engaging communication materials through low-cost and no-cost tactics.
  • Managing a portfolio of projects within the work program while adhering to demanding timelines.
