In this role, you will engage in a diverse and demanding workload, which includes analyzing problems, engaging stakeholders, and cultivating valuable relationships. You will leverage expertise and evidence to draft policy proposals, briefings, consultations, and other essential documents that support informed decision-making for maximum consumer benefit. The position involves various quantitative analytical tasks, including basic data analysis and spreadsheet management.

Your initial assignment will be within our team focused on electricity security of supply and market management, with key policy areas encompassing wholesale electricity markets, capacity market strategy, and electricity security of supply.

We implement a Flexible Resourcing model, allowing you to work across Ofgem on various projects or engage in a longer-term role within a team to develop specialized skills, knowledge, and expertise. To be considered for this position, you should possess knowledge or prior experience in wholesale electricity markets, electricity security of supply, or capacity market strategy. Strong written and verbal communication skills, along with robust analytical and problem-solving abilities, are essential. Additionally, a demonstrable interest or experience in public policy, energy, or net zero initiatives, coupled with experience in collaboration and stakeholder engagement, is required.

Role Responsibilities

Policy Development

  • Deliver high-quality, timely, and rigorous analysis of core issues and policy alternatives, resulting in evidence-based recommendations.
  • Draft clear and concise documents, including briefings, policy papers, consultations, impact assessments, guidance, and decision letters.
  • Lead and support key workstreams and projects, ensuring effective internal and external stakeholder engagement through prioritization, scoping, and delivery.

Stakeholder Engagement

  • Communicate the benefits, challenges, and trade-offs of policy proposals effectively to senior colleagues and partners.
  • Facilitate collaboration across teams, leveraging expertise and evidence to understand and manage risks and issues.
  • Represent Ofgem externally, fostering constructive relationships to identify and resolve challenges in the interest of consumers.

Specific Responsibilities

  • Conduct policy assessments, evaluating the costs, benefits, risks, and trade-offs of proposals, and provide evidence-based recommendations.
  • Perform various quantitative analytical tasks, including basic data analysis and spreadsheet management, to support our analysis of wholesale electricity markets.

Essential Qualifications

  • Knowledge or prior experience in wholesale electricity markets, electricity security of supply, or capacity market strategy.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication abilities.
  • Demonstrated experience in engaging with and managing multiple stakeholders.
  • Ability to manage various work activities or workstreams to ensure project timelines are met.
